Android Device Manager beginning to push to phones

Android Device Manager

The settings on a few phones have turned up an entry for the new Android Device Manager — have you checked yours?

It looks like the first stage of the new Android Device Manager is pushing out to a few people, but the service is not yet live. Google told us their new "find my phone" service would be hitting all Android devices running Android 2.2 or higher sometime this month, and while there's nothing to be found on the web side, the device administrator is showing up slowly.

Oddly enough, there doesn't appear to be an associated apk file or a new version of Google Play services attached, and right now nobody is really sure where to find the details. The good news — and this is really good news — is that the reports are coming from everywhere, not just the U.S. look for Android Device Manager to be a world-wide roll out.

You'll surely want to check and see if you're one of the chosen few, so here's how you can do that. Grab your phone, and open the settings. Under the Security section, look for the Device administrators section. Tap it, and see what's there. We're not seeing it yet on any devices in the office, but Reddit is full of folks with the new settings. If you see it, too, be sure to shout out in the comments.

How to master iOS security: 5 simple ways to increase data protection and privacy

How to master iOS security: Top 5 tips to soup-up safety, protect privacy, and stop spying on your iPhone!

Security is one of the most important, yet oft-neglected facets of modern mobile life. Whether you're using an iPhone, iPod touch, or iPad, your entire life, and a lot of your friends', families', and associates' lives, are right there on your device. From contact information to location data, messages to photos and video, website logins to payment methods, if someone gains access to your device, and your stuff, it can make that life, those lives, annoying at best, catastrophic at worst. Adding security does require more time and effort than going without, but nowhere nearly as much time and effort as it takes to recover after your stuff is spied, stolen, or otherwise violated. It's security week on Talk Mobile, so while you probably already know the basics, we're going to share the very best of the tough stuff!

1. How to use a strong(er) Passcode lock

How to use a strong(er) Passcode lock

If you're not using a Passcode lock on your iPhone, you absolutely should. Not only does it protect your iPhone from casual snooping - or from people tweeting "poopin" the minute you leave it unattended - it prevents thieves from getting your data, and enables hardware encryption to make sure all your stuff is safe. While the basic 4-number pin offers that base-level of protection, there just aren't enough 4 number variations to keep your stuff really safe. For that you need a stronger Passcode. If an alphanumeric password is too annoying for you to enter on mobile, you can turn it on anyway, enter a longer (than 4) set of numbers, and get some of the benefits without making it overly arduous to enter.

2. How to keep stuff off your Lock screen

How to keep stuff off your Lock screen

What good is a super-strong Passcode lock if anyone and everyone can see your messages, Notification Center alerts, and use Siri or Passbook right from your Lock screen. Sure, it's incredibly convenient to be able to glance at incoming messages and quickly add things to Reminders or Notes, but for those times when you don't think you can safely leave your iPhone, iPod touch, or iPad lying around without people snooping, remember you can turn all that Lock screen stuff off.

3. Turn on 2-step verification

Turn on 2-step verification

Security works best in layers, and defensive depth means having as many layers are possible. While there aren't any biometrics on iOS so "something you are" isn't possible - yet - in addition to the password's "something you know" you can add a token's "something you have". It's not full-on multi-factor authentication, but it is 2-step verification and, when it comes to security, 2 steps really are better than one. You will have to enter an app-specific password, or an additional token the first time you set up the service on your device, but it'll make it more than twice as strong for only a minimal amount of extra effort. Do it.

4. How to keep your web browsing, location, social and other data private

How to adjust privacy settings in the Facebook app for iPhone and iPad

Let's say you're not looking at porn - we don't judge! - but you still want to make sure cookies, web history, and other information about your browsing doesn't get recorded and tracked across the internet. Safari pioneered private browsing, so that's easy to do. But what about things like location data, contacts, and other sensitive information? What if you, intentionally or simply inattentively gave access to all off that, and more, to other apps? No worries. Again, iOS makes it easy to review and change your privacy settings. So do many online services as well. Lastly, if you're on a network you don't trust, and have access to a VPN service, that can help keep your data private as well.

5. How to wipe web history and other data from your device

How to clear all website data from Safari on iPhone and iPad

If you didn't initially use Safari's private browsing, or you want to clear other personal, private, potentially embarrassing, compromising, or just plain awkward data on your iPhone, iPad, or iPod touch, including messages, mail, photos, and more. You even have the nuclear option of securely wiping your entire device, and killing old backups, so you can start over fresh, clean, and safe.

6. Bonus tip: Use a password manager

Best password manager apps for iPhone and iPad: 1Password, oneSafe, LastPass, and more!

Security is at constant war with convenience. Fortunately, in order to tip the scales slightly more towards convenience, there are password managers. Due to the lack of browser plugins on iOS, iPhone and iPad password managers aren't as well integrated as they are on Mac or Windows, but there are still many on the App Store to choose from.

Those are our top 5 tips for taking your iPhone, iPod touch, and iPad security to the next level! If you've got any other tips, or alternate ways to keep stuff safe on iOS, let us know!

Ask AC: How do I cancel my Google Play Music All Access subscription?

Google Play Music

If Google Play Music All Access isn't for you, cancelling it is easy

We spend a lot of time talking about how much we're enjoying the Google Play Music All Access subscription service, but it's also important to know how to cancel it if you've given it a try and decided it's not for you. We don't judge, there are several good reasons to not want or need access to Google's music catalog, and that monthly fee adds up if it's not something you want.

Luckily, cancelling is pretty easy.

Grab your Android, and fire up the Google Play store app. Head to the store page for Google Play Music, either by searching for it or by finding it in the My Apps list. On the page for the app, near the top, you'll see the cancel button. Tap it and follow the directions. When you're finished, you'll not be billed the next time your installment date rolls around and your subscription will end.

It's worth noting that if you cancel and want to come back, you'll lose any introductory price promotion you may have now for joining the program early. You also won't be able to try 30 days for free more than once, so if that's your goal you'll need to devise another plan. Google wasn't born yesterday.

Have a question you need answered? (Preferably about Android, but we're flexible.) Hit up our Contact Page to get in touch!

6-year-old boy drowns in retention pond near his home | WGN-TV

A 6-year-old boy died after he was pulled from a pond near his Naperville home this morning.

Police responded to a call of a child found face down in a retention pond at 95th Street and Cedar Glade in Naperville about 11:39 a.m., according to the Naperville Fire Department.

Police arrived on the scene minutes later and took over cardiopulmonary resuscitation from the caller who had removed the child from the water. The boy was transported to Edward Hospital in Naperville where he was pronounced dead, fire officials said.

The boy was identified as 6-year-old Amer Khan, according to the DuPage County coroner?s office. An autopsy was scheduled for Sunday to determine the cause of death, but the Naperville Fire Department called the boy?s death a drowning in a press release.

Divers from the Naperville and Aurora fire departments continued to search the pond after the boy was found to see if anyone else was in the water. They concluded their search about 1:30 p.m., according to the press release. No one else was injured.

Swaddle-maker swamped after UK prince's photo-op

But it was long enough for the world?s photographers to capture his tiny hands emerging from a cotton swaddle printed with little birds. Distinctive little birds. (AP Photo/Alastair Grant, file)

LONDON (AP) ? It took 45 seconds, but it was enough.

Newborn Prince George, carried from the hospital to the royal car, appeared in a cotton swaddle with the tiny birds on it. Mums-to-be around the world wanted to know: Who are you wearing?

The answer shows what it is like when a small company gets swept into the maelstrom of attention that comes from touching the golden hem of the House of Windsor.

Once the photos of the swaddle hit the Internet, style bloggers and fashion writers identified the would-be king's new clothes as being from New York-based aden + anais. Within four hours of George's appearance, the website crashed. The next day, the site crashed again. In nine days, the company had 7,000 orders ? a 600 percent increase in sales on that item.

The company never even issued a press release. Anyone who wanted to know the manufacturer simply had to type "royal swaddle" into Google, and up it came.

Raegan Moya-Jones, the chief executive of aden + anais, was about to start a meeting when a colleague brought in the picture. She couldn't believe it.

"I thought it was photo-shopped," she said.

The company is still digging out from under a pile of orders for the swaddle, part of the Jungle Jam pack of four that in Britain costs 44.95 pounds ($68).

The average daily visits to its site were off the charts: In Britain, they were up 1,960 percent; in Australia, up 892 percent; in Japan 791 percent and in the U.S., up 458 percent.

So just be prepared to wait if you want to similarly swaddle your little prince or princess. Jungle Jam is sold out for now in Britain and the United States. Desperate swaddle searchers can find them on the company's Australian site if they hurry. Shipping fees are extra.

And there's a factory run from China of 10,000. So hold on.

People just want to be a part of things says Cele Otnes, a professor of marketing at the University of Illinois at Urbana-Champaign and co-author of the upcoming book "Royal Fever: The British Monarchy in Consumer Culture." She said the rush to buy whatever the royals wear gives admirers a chance to participate in a big, happy event.

"This is history," she said. "If you can't be there, if you can't have a royal baby yourself, you can buy the swaddle."

The royals do grant warrants ? a mark of recognition of those who supply goods or services to the Royal Household. Fortnum & Mason has one for example, for being a "Grocer & Provision Merchant" to the monarch. But there are no royal adverts.

Nonetheless the royals remain marketing gold.

They have always been trendsetters. Even Queen Victoria once promoted a ball to help the Spitalfields silk industry, Otnes said. More recently, Princess Diana's every ruffled collar or bow-lined stocking could set off the cash registers.

But Prince George is the first heir to the throne born in the Internet age. New mums and dads can see what Kate and Wills and ? now baby George ? are wearing and buy it instantly.

This goes way beyond commemorative china, tea towels and other trinkets ? the traditional sort of souvenir that shoppers can pick up at the Buckingham Palace gift store.

There's even a name for it: the Kate Effect. It started with the sapphire blue wrap dress designed by Daniella Helayel that the then-Kate Middleton wore to announce her engagement ? and just kept going. Take the white dress Kate wore in the couple's engagement photo ? sold by UK retailer Reiss ? or Topshop's black dress with a Peter Pan collar that she wore for a video appeal.

Fashionistas follow Kate's every move. Every blouse, shoe, and bag the future queen of England wears is fodder for style bloggers and a money-spinner for retailers.

She's been democratic about it ? choosing stuff that is accessible to the average person and supporting British products in a big way.

And now there's George, who isn't even wearing clothes yet but has managed to get blankets out the door. And it isn't just the ones from aden + anais. Little George first appeared in a white crocheted blanket from G.H. Hurt & Son of Nottingham, England. They are swamped with orders, too, after photographers zeroed in on the firm's label, blew it up and posted it on the net.

And yet, this is just the start. Otnes said that the trend will just continue as George gets older. Get ready for the booties, the scooter, the sun hat. Firms can get overwhelmed by the attention, which comes fast, hot and for a limited time only.

"You had better hold on," Otnes advised companies in the limelight. "And put on another shift."

Moya-Jones, a native of Australia who started in the swaddle business because she couldn't find what she wanted in stores, didn't anticipate the royal wave. Even though aden + anais have wrapped the babies of celebs like Beyonce, the spotlight that turned on her company with Prince George was altogether different.

After all, her privately held company isn't huge ? founded seven years ago, it has 65 full-time employees and about as many part-time staff. In addition to swaddles, aden + anais makes sleeping bags, bibs, blankets and sheets, and Moya-Jones doesn't want to put so much emphasis on Jungle Jam swaddles that customers who want other products feel they are being ignored.

And then there's the shock factor ? even if it was a happy shock. The company didn't send the royals their product and expect them to use it. That's just not done.

Moya-Jones only learned after she saw pictures that Kate reportedly picked out the muslin swaddle personally at a London store.

"That's the nicest thing," she said. "At the end of the day, the duchess is a first-time mum, like all of us once were."

Jerry Brown and other state officials that a public safety crisis looms if they're forced to open the prison gates. (AP Photo/California Department of Corrections, File)

SAN FRANCISCO (AP) ? Despite warnings from California officials, the nation's highest court is refusing to delay the early release of nearly 10,000 California inmates by year's end to ease overcrowding at 33 adult prisons.

In its decision Friday, the Supreme Court dismissed an emergency request by the Gov. Jerry Brown to halt a lower court's directive for the early release.

Law enforcement officials expressed concern about the ruling.

The justices ignored efforts already under way to reduce prison populations and "chose instead to allow for the release of more felons into already overburdened communities," said Covina Police Chief Kim Raney, president of the California Police Chiefs Association.

Brown's office referred a request for comment to the California Department of Corrections and Rehabilitation, where Secretary Jeff Beard vowed that the state would press on with a still-pending appeal in hope of preventing the releases.

A panel of three federal judges had previously ordered the state to cut its prison population by nearly 8 percent to roughly 110,000 inmates by Dec. 31 to avoid conditions amounting to cruel and unusual punishment. That panel, responding to decades of lawsuits filed by inmates, repeatedly ordered early releases after finding inmates were needlessly dying and suffering because of inadequate medical and mental health care caused by overcrowding.

Court-appointed experts found that the prison system had a suicide rate that worsened last year to 24 per 100,000 inmates, far exceeding the national average of 16 suicides per 100,000 inmates in state prisons.

Brown had appealed the latest decision of the panel and, separately, asked the U.S. Supreme Court to cancel the early release order while considering his arguments that the state is making significant progress in improving conditions. The high court refused Friday to stop the release but did not rule on the appeal itself. Corrections Secretary Beard said the state would press on with that, so the "merits of the case can be considered without delay."

However, inmate lawyer Don Specter, head of the Berkeley-based Prison Law Office, said the ruling Friday did not bode well for the overall appeal. He said the decision underscores what inmates have been arguing for years.

"The conditions are still overcrowded," he said. "The medical and health care remain abysmal."

Lawyers representing Brown had argued to the high court that releasing 10,000 more inmates would mean letting violent criminals out on the streets and overwhelm the abilities of law enforcement and social services to monitor them.

"No data suggests that a sudden release of inmates with these characteristics can be done safely," the state said in its filing. "No state has ever done it."

The panel of federal judges has consistently rejected that argument. The judges, prisoners' lawyers and others say other states have marginally reduced inmate sentences without sparking an increase in crime.

The governor said the state has already transferred thousands of low-level and nonviolent offenders to county jails, but that local officials in turn have been forced into releasing some inmates early to ease their own overcrowding issues.

The Supreme Court's ruling rejected Brown's plea over the objections of Justices Samuel Alito, Antonin Scalia and Clarence Thomas, who all said they would have granted the state's request.

Scalia, in a dissent joined by Thomas, wrote that the previous order by the three-judge panel was a "terrible injunction" that threatens public safety. Scalia said the state's evidence shows it has made meaningful progress and that such reductions in the inmate population are no longer necessary.

The legal battle goes back years. In 2011, the U.S. Supreme Court ruled 5-4 that California had to cut its inmate population to deal with unconstitutional prison conditions caused by overcrowding. It said that further delay in reducing prison overcrowding would further the substandard delivery of medical and mental health care and, by extension, lead to more inmate deaths and injuries.

In recent years, the special panel of federal judges accused Brown of attempting to delay and circumvent their orders. They previously threatened to cite the governor for contempt if he did not comply.

The judges waived all state laws in June as they ordered Brown to expand good-time credits leading to early release. They also directed the governor to take other steps, including sending more inmates to firefighting camps, paroling elderly felons, leasing cells at county jails and slowing the return of thousands of inmates now housed in private prisons in other states.

If those steps fail, the judges ordered the state to release by year's end enough inmates from a list of lower-risk offenders until it reaches the maximum allowed population.

In its latest filing with the Supreme Court, the state argued that no governor has the unilateral authority to take the steps ordered by the three-judge panel. That would require approval by the Legislature or judicial pre-emption of California's core police powers, the administration argued.

Brown has said the state is spending $2 billion on new or expanded facilities for inmate medical and mental health treatment. That includes seven new centers for mental health treatment and the opening last June of an $839 million prison hospital in Stockton that will treat 1,722 inmates requiring long-term care. The state also has boosted hiring and salaries for all types of medical and mental health professionals.

The state has already reduced the population by 46,000 inmates since 2006.

More than half of the decrease that has occurred so far is due to a two-year-old state law ? known as realignment ? that is sentencing offenders convicted of crimes considered nonviolent, non-serious and non-sexual to county jails instead of state prisons.

Cain Velasquez, Junior Dos Santos Ratchet UFC 166 Promotional Hype in Houston

I pulled up to the Toyota Center at 12:10 p.m. CT on Thursday afternoon, a full 50 minutes before Cain Velasquez and Junior dos Santos were scheduled to hit the floor for an open workout session designed to promote their Oct. 19 headlining bout at UFC 166.

I did not have high expectations for the workout. It was scheduled to take place in the middle of the day, in the middle of the work week. How many people could feasibly take off work to travel downtown and watch two fighters go through the motions of a workout??

A lot, as it turns out.

A line of fans snaked from the still-closed building entrance all the way around the side of the building, standing in the ridiculous Houston heat and awaiting their opportunity to get inside. To my eyes, there appeared to be at least 300 people waiting in line, though I will be the first to tell you that I've never been the best at math.?

I checked in and made my way to the media area inside the arena. On the floor was a temporary stage; high above the floor, on the Toyota Center's giant new Jumbotron, were the faces of Velasquez and Dos Santos.

Oh, and there was a flashing message to alert the fans in attendance that tickets for the event would officially be on sale on Friday, though unofficially the event had almost sold out through pre-sales held on Wednesday and Thursday.?

Shortly before 1 p.m., the fans filed in. Like gremlins, they appeared to have multiplied; what was once 300 fans now seemed to be double that, at the very least.?

Dos Santos was the first to take the stage.?Unlike Velasquez, Dos Santos was not accompanied on the UFC World Tour by a coach or training partner, and so he could not do the kind of open workout we're accustomed to seeing at such events. UFC public relations staff urged Dos Santos to do a little shadowboxing, but the former heavyweight champion felt a little ridiculous standing on a stage in front of hundreds of fans and punching at thin air.

And so Dos Santos stepped on the stage, threw a punch and the same type of wheel kick that ended Mark Hunt's night in May, and then he was finished. Dos Santos answered questions from the fans that were par for the course at these events: "How is your training camp going?" "What areas of the sport are you better in than Velasquez?" "How is this fight going to be different from the last one?"

Dos Santos noted that he believes he gave Velasquez too much space in the last fight and said that won't be happening again. He said that being the heavyweight champion is an amazing feeling, and you could tell he really meant it.

Dos Santos is likely the nicest man in the entire sport of mixed martial arts, and yet there's a competitive spirit that burns just as brightly in him as it does in everyone else who elects to fight for a living.

Dos Santos also stressed that he's a big fan of Velasquez.

"I'd like to see him as champion," Dos Santos said. "Just not in my division."

After Dos Santos finished, it was the champion's turn on stage. The audience was heavily Hispanic, and while they were respectful to Dos Santos, it was clear that the majority of them were in attendance to see Velasquez.?

The champ, accompanied by longtime trainer "Crazy" Bob Cook, went through the paces of a 15-minute striking session, working up a sweat in the process.

Velasquez also answered questions from the fans before telling everyone to make sure and attend UFC 166. He began signing autographs; after 10 minutes, the UFC PR staff attempted to shepherd Velasquez on to his next media obligation. The process took awhile, since Velasquez was intent on signing as many autographs and taking as many photos as he could.

I followed Velasquez to his locker room, where I discussed the challenges of having three American Kickboxing Academy fighters on the UFC 166 card with Cook.

"It's actually easier on me, because you can just let them train together and that's it," Cook said.

    Who wins this fight?

  • Cain Velasquez

  • Junior dos Santos

The trainer also said he was excited because he'd be able to take a vacation after the card concludes; he's usually forced to go from one training camp to another, with nary a break to be found. With three of his main fighters competing on the same event, it gives him a bit of much-needed breathing room.

Velasquez changed clothes and sat down. We talked about the incredible turnout of Mexican-American fans and about what it means for him to be a role model to so many of them. I asked him if he envisions a fourth or fifth or sixth bout with Dos Santos down the road, and he said no. He said he intends on beating Dos Santos convincingly this time around and leaving no doubt as to who is the better fighter.

Our conversation concluded. Velasquez would be going home to San Jose; Dos Santos would head to Brazil for UFC 163.

The UFC World Tour is a grand idea and a brilliant promotional tactic, but it wears on the fighters and the employees who take part in it. But it was over now, at least for the heavyweight champion of the world, and he couldn't wait to get back into the gym and prepare for the biggest fight of his career.?

This should not be how a grateful nation says thank? you.

Buried deep within the detail of the City of Toronto?s 2013 interim report on homelessness is a single startling fact.

Around 16% of those living rough on the streets of Canada?s biggest city said they had served in the Canadian military.

That?s right. Almost one in five self-identify as military veterans yet they make their home on the sidewalk or under a bridge.

This is something that should shock all Canadians.

Nobody is forced to serve in our all-volunteer navy, army and air force. People choose to don our military uniform and prepare to defend Canada from her enemies at home and abroad at considerable personal sacrifice.

Be it in the skies over Libya or the mountains of Afghanistan, in recent years more and more military personnel have gone into harms way for Canada and freedom.

Then there are those who also stand and serve without leaving the country but are essential nonetheless.

The findings of the Toronto survey roughly align with a study released two weeks ago by Western University.

It found that Canadian Forces veterans, who at one time served and protected their country, are now facing one of the toughest battles of their lives ? homelessness.

A national study by assistant nursing professor Susan Ray and nursing professor Cheryl Forchuk, the first of its kind on Canada?s homeless veterans, identified this new trend of homeless ex-military personnel.

Prior research on the subject, which has primarily originated in the United States, presents the scenario of homeless veterans having seen overseas deployment, witnessing trauma, having Post Traumatic Stress Disorder (PTSD) and not being able to adjust when they get home.

But research with Canadian homeless veterans shows a whole different number of causes ? the primary one being alcohol abuse ? but it is a growing problem all the same.

?For a lot of them it was from drinking, which started in the military, escalated over time and 10 years later you would see the alcoholism, and through that they would lose their job, their relationships, their housing,? Prof. Ray says.

Perhaps the single biggest challenge for vets is making the transition from military to civilian life and this is a large factor in the veterans? homelessness. They just can?t cope on their own.

Many speak about the difficulty in adjusting to an unstructured civilian life and the lack of supports they received in moving from the military to the civilian.

No matter the reason or the causes, the fact that increasing numbers of our former military personnel face a life of homeless desperation should shame us all.

Refurbished Apple TV Price Cut to $75 in Response to Chromecast

We knew it was only a matter of time until Apple responded to Google?s new Chromecast, and now Cupertino has returned fire, sort of. Apple silently sliced $10 of the cost of a refurbished Apple TV today, dropping the price from $85 to $75, while the cost of a new device is still $99. It?s a small price cut, and it certainly doesn?t make the refurbished TV streamer competitive with Google?s $35 price point.

A refurbished Apple TV may cost over twice as much as a new Chromecast, but the set-top box still boasts a lot more features and viewing options than Google?s new device. Apple TV offers dedicated channels for online streaming services Netflix, Hulu Plus, HBO GO, YouTube and Vimeo, as well as sports channels such as ESPN, MLB, NBA and NHL. You can also watch anything purchased or rented through iTunes on your TV through the device, and stream anything from your Mac, iPad, iPhone or iPod Touch using AirPlay.

The Chromecast, meanwhile, is seriously lacking when it comes to options, though its open SDK means more will likely come in the future. For now though, the device only works with Android and iOS devices and is only supported by YouTube and Netflix, or through a Chrome browser on your computer. Streaming from your desktop means you can watch pretty much anything you want, though not as easily as on an Apple TV. Still, for its budget-friendly $35 price tag the Chromecast is definitely worth considering.

Uruguay's House OKs legal marijuana market plan

MONTEVIDEO, Uruguay (AP) ? Uruguay's unprecedented plan to create a legal marijuana market was approved by 50 of the 96 lawmakers present in the lower house of Congress just before midnight Wednesday after more than 13 hours of passionate debate.

The measure now goes to the Senate, where passage is expected to make Uruguay the first country in the world to license and regulate the production, distribution and sale of marijuana for adult consumers.

Legislators in the ruling coalition said legalizing marijuana would help fight organized crime. They said putting the government at the center of a legal marijuana industry was worth trying because the global war on drugs had been a costly and bloody failure, and displacing illegal dealers through licensed pot sales could save money and lives.

They also hope to eliminate a legal contradiction in Uruguay, where it has been legal to use pot but against the law to sell it, buy it, produce it or possess even one marijuana plant.

Critics warned that marijuana is a gateway drug and said fostering the bad habits of addicts is playing with fire.

President Jose Mujica had postponed voting for six months to give supporters more time to rally public opinion. However, recent polls said two-thirds of Uruguayans remained opposed despite a "responsible regulation" campaign for the bill.

National Party Deputy Gerardo Amarilla said the government was underestimating the risk of marijuana, which he called a "gateway drug" for other chemical addictions that foster violent crimes.

"Ninety-eight percent of those who are today destroying themselves with base cocaine began with marijuana," Amarilla said. "I believe that we're risking too much. I have the sensation that we're playing with fire."

Dozens of pro-marijuana activists followed the debate from balconies overlooking the house floor, while others outside held signs and danced to reggae music.

"This law consecrates a reality that already exists: The marijuana sales market has existed for a long time, but illegally, buying it from traffickers, and in having plants in your house for which you can be thrown in jail," said Camilo Collazo, a 25-year-old anthropology student. "We want to put an end to this, to clean up and normalize the situation."

Mujica, for his part, said he never consumed marijuana, but that the regulations are necessary because many other people do. "Never in my life did I try it, nor do I have any idea what it is," he told the local radio station Carve.

The heavy toll, costs and questionable results of military responses to illegal drugs have motivated marijuana legalization initiatives in the U.S. states of Colorado and Washington, and inspired many world leaders to re-think drug laws.

The secretary-general of the Organization of American States, Jose Miguel Inzulza, told Mujica last week that his members had no objections. Pope Francis, however, said during his visit to Brazil that the "liberalization of drugs, which is being discussed in several Latin American countries, is not what will reduce the spread of chemical substances."

Under the legislation, Uruguay's government would license growers, sellers and consumers, and update a confidential registry to keep people from buying more than 40 grams a month.

Carrying, growing or selling pot without a license could bring prison terms, but licensed consumers could grow up to six plants at a time at home.

Growing clubs with up to 45 members each would be encouraged, fostering enough marijuana production to drive out unlicensed dealers and draw a line between pot smokers and users of harder drugs.

The latest proposal "has some adjustments, aimed at strengthening the educational issue and prohibiting driving under the effects of cannabis," ruling coalition deputy Sebastian Sabini said. "There will be self-growing clubs, and it will also be possible to buy marijuana in pharmacies" that is mass-produced by private companies.

An Institute for Regulation and Control of Cannabis would be created, with the power to grant licenses for all aspects of a legal industry to produce marijuana for recreational, medicinal or industrial use.

Microsoft releases Windows 8.1 Enterprise Preview with Start Screen Control, AppLocker, Side-Loading, and more

As expected, Microsoft today announced the release of Windows 8.1 Enterprise Preview, which builds on the Windows 8.1 Preview released in June with additional mobility, security, management, and virtualization features for businesses. You can download the preview now directly from TechNet.

The company also confirmed that the lifecycle support policy for Windows 8.1 will be the same as for Windows 8. That means the date is not changing: support will end on January 10, 2023.

That being said, Microsoft is giving Windows 8 customers two years to move to Windows 8.1 after the update is released. After that, the company will no longer support Windows 8, but only Windows 8.1 and above.

The additional enterprise features in this preview include (full list):

  • Windows To Go Creator: IT organizations can create a fully manageable corporate Windows 8.1 desktop on a bootable external USB drive. The drive can be used to support Bring Your Own Device scenarios or be given to contingent staff to access the corporate environment without compromising security.
  • Start Screen Control: IT departments can now control the layout of the Start screen on company-issued devices to ensure key apps are easily accessible. IT departments can also prevent users from customizing their Start screen to ensure consistency across individual workgroups or the entire company.
  • DirectAccess: Users can seamlessly access resources inside a corporate network remotely without having to launch a separate VPN. Also, IT administrators can keep remote users? PCs up-to-date by applying the latest policies and software updates.
  • BranchCache: Employees in branch offices no longer need to download content multiple times across their Wide Area Network (WAN) as BranchCache caches files, websites and other content from central servers locally on hosted cache servers or PCs.
  • Virtual Desktop Infrastructure (VDI): Users will enjoy a rich desktop experience and the ability to play 3D graphics, use USB peripherals and use touch-enabled devices across any type of network (LAN or WAN) for VDI scenarios, thanks to enhancements in Microsoft RemoteFX and Windows Server 2012.
  • AppLocker: IT organizations can create a more secure environment by restricting the files and apps that users or groups can run on a PC, increasing the security of the device and the data it holds.
  • Windows Enterprise Side-Loading: Internal Windows apps can be side-loaded on domain-joined PCs and tablets running Windows 8.1 Enterprise.

Unsurprisingly, Microsoft is encouraging its customers to start testing the Windows 8.1 Enterprise Preview as soon as possible. The company is offering technical guidance and best practices for deployment planning on its Springboard Series Blog and deployment tools on TechNet.

Microsoft has yet to share a final release date for Windows 8.1. We do know, however, it will be released later this year and that manufacturers will get it by August, in time to be bundled on computers shipping out over the holiday season.

'Suits': Harvey's Plan To Take Over The Firm Progresses, He Finally Tells Mike About It (VIDEO)

Harvey and Mike were back together again on "Suits," but that doesn't mean things were good between them. It just meant they had a court case, which they effectively won. Afterward, though, Harvey told Mike that they have another fight coming their way.

?Remember when you said Butch and Sundance were back?" Harvey asked. "They weren?t."

?What do you mean?? Mike asked.

Harvey replied, "I mean, it?s time I tell you I made a deal with Darby to take over the firm from Jessica.?

Zap2It's Laurel Brown noted that Mike was visibly shocked by this announcement. Perhaps even more telling, though, was the fact that he didn't bolt. Perhaps Jessica needs to watch out.

Chandel Charles, writing for TV Fanatic, wonders if Harvey is "trying to un-ring a bell that has already rang." She added that "[Harvey] only now told Mike that he'd made the deal to take over the firm and take Jessica out. Not only that, but he can't go to Jessica and flat-out tell her that he has made this deal. They just got back in the same library, with a longer way to go before they get back on the same page. That'll be hard to do with ...Harvey keeping that secret.?

Office tensions remain high on "Suits," Tuesdays at 10 p.m. ET on USA.

TV Replay scours the vast television landscape to find the most interesting, amusing, and, on a good day, amazing moments, and delivers them right to your browser.

Two NFL Teams That Will Show Serious Improvement This Season

Every year in the NFL, there are teams that make the playoffs after struggling the year before.

Predicting which teams will break out is difficult, though, since nearly all of the 32 teams have reason for optimism before the games start to count.

For some teams, however, that optimism is warranted. This season, the Detroit Lions and Cleveland Browns look primed to improve upon their sub-.500 records of last season.

Here's a look at those two teams and why they'll be much improved this season.

?

Detroit Lions

After going 10-6 and making the playoffs in 2011, the Lions reverted back to their losing ways and went 4-12 in 2012.

This year, though, there is reason for positivity, thanks to improvements at running back, along the defensive line and in the secondary.

The Lions' biggest move this offseason was to bring in free-agent running back Reggie Bush.

After the signing, Lions head coach Jim Schwartz told Tim Twentyman of DetroitLions.com?that Bush could "potentially catch 60-to-70-to-80 balls."

Bush should be able to break off many big runs this year, too, as defenses will be forced to key on a potent passing game that includes Matthew Stafford and Calvin Johnson.

Bush's addition will certainly help the offense improve, but if the Lions are to return to the playoffs, they'll need better contributions from the defense as well.

In a positive sign for the team, improvements in the secondary are already noticeable in the early part of training camp. Twentyman?noted?that there have been more incomplete passes in early practices than any time in recent memory, and not because the offense is struggling.

The additions of safety Glover Quin and cornerback Darius Slay, especially, will ensure that the team's secondary is better this year than last.

The secondary should also benefit from a much-improved defensive line.

The team added defensive linemen Ezekiel Ansah, Devin Taylor, Israel Idonije and Jason Jones this offseason in an effort to improve the team's pass rush.

Ansah, the fifth overall pick in the draft, is the most intriguing of the bunch and is an immediate threat for 10 sacks.

Though they play in the tough NFC North, the Lions have made improvements across the board and should at least compete for wild-card spot this season.

?

Cleveland Browns

The Browns have lost at least 11 games in each of the last five seasons, but after a solid offseason, the team looks primed to buck that trend this year.

Cleveland hired offensive-minded Rob?Chudzinski to be the team?s new head coach, in the hope that he can jumpstart an offense that ranked just 24th in points scored per game last year.

Chudzinski also hired Ray Horton to be his defensive coordinator.

Horton brings his attacking 3-4 defense to Cleveland, and the Browns have been busy finding players to fit his scheme all offseason.

They signed outside linebacker Paul Kruger and drafted another in Barekevious Mingo with the seventh pick in the draft.

The team also signed Desmond Bryant to a five-year deal, in a move that was lauded by ESPN.com's Jamison Hensley.

Third-round draft pick and cornerback Leon McFadden should help further solidify the defense as a solid cover guy opposite shutdown corner Joe Haden.

Quarterback Brandon Weeden is middling at best, but the Browns have a supremely talented running back in Trent Richardson to go along with one of the best offensive lines in the league.

Offensive coordinator Norv Turner told Mary Kay Cabot of the Cleveland Plain Dealer that Richardson could eclipse 300 carries.

If Richardson reaches that lofty number, Weeden would have to be nothing more than just okay to ensure the Browns offense runs smoothly.

The lack of an elite quarterback will hold the Browns back from becoming a great team, but with Richardson and a defense that could be one of the best in the league, I see no reason why they can't win at least eight or nine games.

The loss of wide receiver Josh Gordon for the first two games will hurt the team, but shouldn?t be a death sentence for a team that will rely on its strong running game and defense.

There are certainly improvements still to be made, but I?ll go on the record and say that the Browns will compete for a playoff spot this season.
