App helps wealthy travelers hitch rides on private jets

TORONTO (Reuters) - Wealthy travelers wanting to fly in style can book empty seats on private planes with a new app for a jet-sharing service.

Although there are dozens of apps for buying seats on commercial flights, BlackJet is a new iPhone app that connects travelers with private jets that have extra room on their planes.

Flights are shared with from two to 14 other passengers, and the price is on par with a premium fare on a commercial airline, according to the San Francisco-based company.

"We had the idea to use the existing aircraft out there and to leverage the excess capacity," said BlackJet chief executive Dean Rotchin.

Passengers who are members of the service and pay an annual fee of $2,500 can book a seat on any of 4,000 airplanes the company has access to through partnerships. They can also buy add-on services such as meals and ground transportation.

The service is geared primarily towards business travelers looking for convenience, time-savings and reliability, according to Rotchin.

Travelers using the app can buy a seat in advance but they will not get a precise itinerary until the day before the flight.

"On the day of travel the experience is completely different than at the major airports. You're basically driving right up to the plane, getting on the airplane, and within 15 minutes the airplane is leaving," he said.

Flights booked with the app cost between $900 for a trip from Los Angeles to Las Vegas to $3,500 for a coast-to-coast flight.

The company offers flights from San Francisco, Las Vegas, New York, Los Angeles and South Florida, and plans to expand service to Chicago, Washington, Boston, Dallas and Seattle.

Since the web app was launched in October, more than 3,000 flights have been booked through it, the company said.

Another app called PrivateFly, which is available worldwide for iPhone, iPad and Android, allows jet-setters and companies to book an entire private jet.

(AP) ? A powerful blast believed to be a gas explosion ripped open an office building in the center of Prague on Monday, injuring at least 35 people and sending shockwaves through the Old Town tourist district.

The blast shattered windows in the scenic area of charming streets and postcard-pretty buildings, sending glass flying. Authorities closed a wide area around the site and some tourists were stranded on street corners with baggage-loaded trolleys, unable to get into their hotels.

Authorities said two or three people were still believed to be missing, but sniffer dogs searching the rubble had not indicated that anyone was buried and the prime minister said it appeared no one had died.

An AP cameraman filming at the time of the blast said the physical impact could be felt on the famed 15th-century Charles Bridge over the Vltava River, which was packed with tourists.

The explosion occurred on Divadelni Street at about 10 a.m., in one of a row of several-story tall brick buildings dating back about a century. The street was covered with rubble and police evacuated people from nearby buildings.

"It's really immense and huge, almost like after an air assault or a bomb explosion," Prime Minister Petr Necas said after visiting the scene. "So, if we really prove what we think right now, which is that nobody died, it was very lucky."

Prague mayor Bohuslav Svoboda ruled out a terrorist attack, saying the blast was a gas explosion.

Prague is a major tourist capital, visited every year by legions of students, backpackers and others from around the world. In 2012, a total of 5.4 million people visited, with a large majority from outside the country ? many from Germany, Russia and the United States.

Officials had estimated that up to 40 were injured, but Zdenek Schwarz, head of rescue service in Prague later narrowed that down to 35. He told reporters that 30 of the injured were taken to hospitals for treatment, two of them with serious injuries.

He said five people were treated at the scene, some bandaged and with faces still bloody.

Among the injured were two Portuguese women, another two women from Kazakhstan, a man from Slovakia and a German woman, although none of their injuries was serious, the rescue service said.

City Hall spokeswoman Tereza Kralova said the cause of the incident will be thoroughly investigated and "we believe it won't negatively affect tourism."

Windows in buildings located hundreds of meters from the blast were shattered, including some in the nearby National Theater, an ornate 19th-century structure that is one of the most important cultural institutions in the Czech Republic.

"There was glass everywhere and people shouting and crying," Vaclav Rokyta, a Czech student, told the AP near the scene.

The Faculty of Social Sciences of Prague's Charles University and the Film and TV School of the Academy of Sciences of Performing Arts are located next to the damaged building. Students had to be evacuated.

"I was in the bathroom, no windows, the door was closed. Honestly, if I had been in my bed I would have been covered in glass," said Z.B. Haislip, a student from Raleigh, North Carolina, who was in a nearby building.

The road closures caused major traffic disruption and confused thousands of tourists.

Rescuers were still searching the rubble, using sniffer dogs. Two or three people were still believed to be missing, firefighter spokeswoman Pavlina Adamcova said.

The building likely belongs to the Air Navigation Services of the Czech Republic, said Richard Klima, spokesman for the state-run company that provides air traffic information for civil aviation in the country.

Klima said about six other firms rented office space in the building.

The Prague blast comes the day after a possible gas explosion ripped off the side of a five-story residential building in France's Champagne country, killing at least two people and injuring 14 others

In 2006, another gas blast in Prague killed two men.

(AP) ? Against a vista of green fields and snowcapped mountains, all is silent but for a gusting wind. Then comes a burst of gunfire from the Syrian civil war raging next door, where jihadist rebels are battling Bashar Assad's troops in a village.

Watching it all unfold from a few kilometers (miles) away are Israeli soldiers atop tanks behind a newly fortified fence, while a large-scale Israeli drill sends off its own explosions in the background.

This is the new reality on the Israeli-occupied Golan Heights, for 40 years the quietest of Israel's front lines, a place of hiking trails, bird-watching, skiing and winery tour. The military predicts all that will soon change as it prepares for the worst ? a power vacuum in Syria in which rogue groups could get their hands of the country's large stockpile of chemical weapons.

In many ways, a new era has already begun. The Syrian villages along the border change hands between military and rebel strongholds in daily battles. Their mortar shells and bullets frequently land on the Israeli side, including in some cases narrowly missing soldiers and civilians. A Syrian army tank shell landed in the border community of Alonei Habashan in February.

Though Israel believes these have mostly been cases of errant fire, it has responded with firepower of its own on several occasions in the first round of hostilities since a long-term armistice took hold after the 1973 Mideast war.

"This area became a huge ungoverned area and inside an ungoverned area many, many players want to be inside and want to play their own role and to work for their own interests," said Gal Hirsch, a reserve Israeli brigadier general who is involved in the military's strategic planning and operations. "Syria became a place that we see as a big threat to Israel and that is why we started to work in the last two years on a strong obstacle, on our infrastructure, in order to make sure that we will be ready for the future. And the future is here already."

Officials say the military's present deployment on the plateau is its most robust since 1973, and its most obvious manifestation is the brand new border fence, 6 meters (20 feet) tall, topped with barbed wire and bristling with sophisticated anti-infiltration devices. The previous rundown fence was largely untested until it was trampled over last year by Syrians protesting on behalf of Palestinians.

The military would not detail other measures it is taking, but stressed it was actively defining the new border arrangement now, before it could be too late.

On the other side of the frontier, the village of Bir Ajam is in rebel hands and Israeli troops report watching them successfully deflect Syrian military pre-dawn raids almost daily. In a village nearby, Syrian intelligence and commando forces are based in concrete, windowless structures.

At the triangle where the borders of Israel, Syria and Jordan meet along the Yarmouk River, a lone jeep is seen crossing uninterrupted from Jordan into Syria. In March, rebels kidnapped 21 Filipino U.N peacekeepers nearby. Thousands of refugees have used the route to flee the carnage into Jordan.

A few injured refugees have trickled into the Golan, and the military runs a field clinic to treat them. But there's no guarantee the trickle won't become a flood if Jordan in the south or Turkey in the north become unreachable.

"Syria right now is a kind of self-evolving system," Hirsch said. "No one can control or predict everything."

Israel, which borders southwestern Syria, has thus far been careful to stay on the sidelines of a civil war that has already claimed the lives of more than 70,000.

Assad is a bitter enemy, an ally of Iran and a major backer of Lebanese Hezbollah guerilla attacks against Israel. But like his father whom he succeeded as president, he has faithfully observed U.S.-brokered accords that ended the 1973 war. Israel worries that whoever comes out on top in the civil war will be a much more dangerous adversary.

Chief among Israeli concerns is that Assad's advanced weaponry could reach the hands of either his ally, the Hezbollah militant group in Lebanon, or Islamic extremist groups among the rebels trying to oust him.

"Syria is not a regular place ... it is the biggest warehouse for weapons on earth," Hirsch warned.

In an interview with BBC TV last week, Prime Minister Benjamin Netanyahu called the rebel groups among "the worst Islamist radicals in the world."

"So obviously we are concerned that weapons that are ground-breaking, that can change the balance of power in the Middle East, would fall into the hands of these terrorists," he said.

This week, a senior Israeli military intelligence official said Assad used chemical weapons last month. After initial denials, American and British officials confirmed the assessment of Brig. Gen. Itai Brun, the head of research and analysis in Israeli military intelligence, that the lethal nerve agent sarin was probably used. U.S. President Barack Obama has warned that the introduction of chemical weapons by Assad would be a "game changer" that could usher in greater foreign intervention in the civil war.

For Israel, the specter of peace with Syria disintegrating adds to a growing sense of siege. It saw the Gaza Strip fall to the militant Hamas movement in an election in 2006. And Egypt, the most populous Arab country and the first to make peace with Israel, is now ruled by the fiercely anti-Israeli Muslim Brotherhood. All this against the backdrop of the Iranian nuclear program and its threats to destroy the Jewish state.

Israel has all but admitted that its warplanes destroyed a shipment of anti-aircraft missiles believed to be headed from Syria to Hezbollah in Lebanon in January, and on Thursday it shot down a drone which it said it suspects was operated by Hezbollah. Hezbollah denied launching it.

Hirsch, who commanded an Israeli division in a monthlong war with Hezbollah in 2006, said war regional roles have since then been reversed. While once Syria used Hezbollah in Lebanon as a proxy against Israel, Hezbollah is now deterred from acting on Lebanese soil for fear of Israeli retribution and is preparing to use the instability in Syria as its future staging ground.

"The fighting in Syria gives them an opportunity to open a new front against Israel," said Hirsch. "We must be ready for turbulence. We must be ready for the Iranian involvement inside Syria. We must be ready to be able to fight against radical fundamentalist activities that will come from Syria, and that is what we are doing here."

The rumored price of 14,000 rubles ($430) also seems way overboard -- although Russian prices often do.

U.S. government may not hit debt limit until October: analysts

WASHINGTON (Reuters) - The United States might not hit the statutory limit on its debt until October, a policy research group said on Friday, giving Republican lawmakers more time to extract spending cuts from the Obama administration in return for extending the borrowing cap.

After giving into Democratic demands in December to raise taxes and later working with them to avoid a government shutdown, Republicans have been gearing up to use the debt limit as leverage to seek fresh budget cuts and changes to the tax code.

The Bipartisan Policy Center, a Washington think tank that analyzes the Treasury's daily and monthly cash flows, had expected the federal government to hit the congressionally-set limit on its debt sometime between early-August and mid-September.

But stronger-than-expected revenues and deeper-than-anticipated budget cuts mean the ceiling on borrowing probably will not be reach until sometime between mid-August and mid-October, the group said on its website on Friday.

"October is a nasty month," BPC economic policy director Steve Bell said in an interview, noting that major government payments are due in October.

If Congress does not raise the borrowing cap before the Treasury hits the limit, the government will no longer be able to borrow money to pay its bills, including interest on its bonds, raising the risk of a damaging debt default.

In an attempt to avoid being blamed for a default, Republicans in the House of Representatives are pushing legislation to require the Treasury to pay bondholders and Social Security retirement benefits before other bills if Congress does not raise the debt ceiling on time.

The BPC said its forecast could change depending on economic conditions and when updated financial information became available.

Nearly $90 billion may soon be pumped into government coffers by the now-profitable government-controlled housing finance firms Fannie Mae and Freddie Mac to account for deferred tax assets that were written down.

The think tank, however, does not think the disbursement to the Treasury will be that high. "We do expect that there will be a payment of some size in June but it is our opinion that the number is more likely to be in the $20 billion range and not in the rumored $100 billion range," Bell said.

The Treasury has said it could not forecast an exact date for when Congress must raise the debt ceiling due to delayed tax filings and uncertainty about the effect of the government budget cuts.
