Texas Tech basketball head coach Billy Gillispie announced a new addition to his staff Friday with the hiring of Jeremy Cox.

Cox comes to the Red Raider staff after spending last season at the University of Nebraska.

?I am extremely excited about having Jeremy join our staff,? said Gillispie. ?He is one of the best people I have ever been around. He is a multidimensional guy, which is the type of guys we like. He is probably one of the best interior coaches in the game of basketball in the world, in my opinion. I think we will definitely see immediate results there.?

Cox has 21 years of coaching experience, including 10 as an NCAA Division I assistant and eight as a head coach at the junior college level. He has been a part of four NCAA Division I postseason appearances and nine NJCAA Division I postseason appearances, including a national championship as head coach of Arkansas-Fort Smith in 2006.

Cox has found success wherever he?s been, coaching 10 student-athletes in his career who have reached the NBA.

Judge orders halt to Samsung sales of Galaxy tab

SAN FRANCISCO (AP) ? A judge late Tuesday ordered Samsung Electronics Co. to halt sales of its Galaxy 10.1 tablet computer while the court considers Apple's claim the South Korean tech giant illegally copied the design of the popular iPad.

U.S. District Judge Lucy Koh said Apple Inc.'s lawsuit appeared likely to prevail.

"Apple has established a strong case on the merits," Koh said.

Koh had earlier said the two products are "virtually indistinguishable," but she declined in December to take the dramatic step of prohibiting sales of the Galaxy 10.1. She changed her mind after the U.S. Court of Appeals for the Federal Circuit told Koh to take another look at Apple's request for an injunction, ruling June 19 that it appeared the Cupertino-based company had a strong case. The Washington, D.C., court handles most patent appeals.

"Although Samsung has a right to compete, it does not have a right to compete unfairly, by flooding the market with infringing products," Koh wrote in her Tuesday order. She said Apple would be "irreparably harmed" if sales of the Galaxy 10.1 continued.

Samsung said it was disappointed with the court's decision.

"We will take necessary legal steps and do not expect the ruling to have a significant impact on our business operations, as we possess a diverse range of Galaxy Tab products," it said in a statement.

Koh ordered Apple to post a $2.6 million bond in case it ultimately loses the case.

The ruling is a small part of a much larger patent battle between the two tech giants, who are scheduled to go to trial next month in San Jose.

Apple filed its lawsuit last year, and the two companies are enmeshed in patent disputes around the globe revolving around smartphones and handheld computers. Samsung, with its Android-powered products, has emerged as one of Apple's chief rivals.

Apple also accuses the South Korean company of infringing patents related to the iPhone. Apple is seeking a similar injunction barring Samsung from selling one of its smartphones in the United States.

Many believe that Euro 2012 has helped PPTV boost its traffic as PPTV is known for its live streaming technology and large sports content holdings. PPTV is one of only two video companies which acquired the Euro 2012 live streaming copyrights (Tencent video is the other). According to industry experts, PPTV has grown its traffic rapidly in the past six months, and is ranked No.1 in YTD growth, seen from the year-to-date traffic growth trend. After completing a $250 million financing deal with Softbank last year, PPTV invested in a exclusive content library including sports programming, Korean dramas and Taiwanese TV shows. The latest tumble happened this week when the United States announced it had called off negotiations with Pakistan to reopen NATO supply routes.?

But even as Washington and Islamabad figure out how to mend their struggling relationship, soft diplomacy efforts ? and billions of dollars ? are in place to keep US-Pakistan ties from fraying completely.?

In fact, a group of 22 high-ranking Pakistani education officials and policymakers are in the US meeting with education experts. It's part of a first-of-its-kind, USAID-funded project to professionalize Pakistan's teachers and upgrade the quality of education in the nation's elementary and secondary schools.

The USAID Teacher Education Project alone may not patch the relationship between the US and Pakistan, but funding education projects is one way the US is able to support the kinds of moderate values that both the Pakistani government and the US say they want to promote.

?We need a strong civil society here in Pakistan that is safe and secure. We cannot produce that without good education,? says Mahmood ul Hasan Butt, director of the USAID Teacher Education Project, which is being?implemented by?EDC,?a nonprofit based outside Boston.

Pakistan is having trouble attracting both teachers and students to classrooms. Dr. Butt attributes a large portion of these problems to the state of the teaching profession. Until now, there was no special training for teachers and few incentives to teach.

The USAID Teacher Education Project is a $75 million, five-year project under the Kerry-Lugar-Bergman Act. Since the project began in 2009, Pakistani teachers and policymakers have been meeting regularly in Pakistan, working on developing and implementing their own education policy changes, developing new syllabuses, and working with the higher education commission to implement new education degrees.

Pakistan is introducing both a two-year associate's degree and a four-year bachelor?s degree in education, with a plan to require a bachelor's degree in education by 2018. To encourage teachers to get the degree now, schools are offering higher pay to teachers with the new qualification.

Some in Pakistan criticize USAID?s approach to dispensing aid and Pakistan?s apparent dependence on it. The US has pumped $20.7 billion in aid into Pakistan since 2002 (some two-thirds military, the rest civilian). US lawmakers often complain that Pakistan does not cooperate as much as hoped, and have threatened to suspend aid. And in some cases have acted: After the doctor who helped the US track down Osama bin Laden was sentenced to 33 years in prison, the Senate voted to cut aid by $33 million. And more recently, the US cut?$20 million for the Pakistani version of Sesame Street after USAID made allegations of fraud against the show's producers.

Swimming Pools: Everything You Need to Know From Style, Safety ...

An in-ground pool is the ultimate in backyard upgrades. If you?ve always wanted one, now may be the time. Prices have fallen during the recession by up to 30 percent. Nevertheless, it remains a big investment, so it?s important to make smart choices with regard to size, shape, site selection, and type.

Size and shape depend upon your needs, budget, available area, and design wishes. Swim spas are small pools (some only 10 to 14 feet long) that produce a manmade current against which you can swim in place. Lap pools are typically narrow but require a sizeable yard. Some are as long as an Olympic pool (25 meters) and are meant for training or exercise. Recreational pools are usually shallow at one end and deep enough for diving (9 to 11 ft.) at the other. Typically rectangular, they come in many sizes. Freeform shapes are also available and are often preferred because they blend well into the backyard landscape.

Many pool owners prefer to install their pool close to the kitchen or family room. That provides ready access to the house and makes it easier to bring food and drinks out and to clean up afterwards. It?s also easier to keep an eye on the pool from the house. That said, a somewhat secluded pool has the feel of a vacation getaway ? without ever pulling out of the driveway. As long as the pool is connected to the house with a smooth, well-lit path and has a sizable pool deck around it for outdoor furniture and a grill, no one will complain. A pool cabana, of course, allows for nearby dressing and showering.

Pool Construction Methods

The majority of today?s pools are built of vinyl, fiberglass, or concrete (called either wet shotcrete or Gunite, depending upon how it?s mixed and applied). Poured concrete pools and concrete block pools have fallen out of favor. A plaster finish is troweled over shotcrete or Gunite surfaces.

Vinyl is the least expensive option. Inside a suitable excavation, a frame of wood, plastic or metal is erected. The most stable systems are set in a concrete footing. Wall panels are then fastened to the framing, plumbing is installed, and a sand base is laid. A heavy-duty vinyl liner is fastened to the top of the frame and what remains of the hole is backfilled. Masonry coping is installed over the top of the wall.

Fiberglass pools are pre-molded in a variety of shapes and sizes. They are manufactured with steps, benches, and swimouts already in place (not the case with vinyl). After the hole has been dug, plumbing installed, and sand base laid, it is lowered into the hole and leveled. To avoid bowing, filling the pool with water and backfilling with sand must be done simultaneously. No framing is required.

Shotcrete pools are made by shooting a mix of cement, sand, water, and aggregate from a pneumatic applicator at high speeds against the earthen walls and base of the pool excavation and around a grid woven of steel rebar (reinforcing bar). Multiple passes are necessary to build the mixture to the desired thickness. The concrete must be troweled smooth before it sets, and afterwards a coat of plaster is applied.

There are two types of shotcrete, wet and dry. Wet shotcrete is delivered premixed with water in a truck. Dry shotcrete, commonly known as Gunite, is a mix of sand and cement and sometimes small aggregate. It remains dry until it reaches the nozzle of the applicator and doesn?t really mix with water until impact on the pool walls and floor. There is some debate about which approach is stronger and longer lasting, but both processes produce durable pools. Gunite, however, demands a more highly skilled nozzle man to maintain the correct water-to-cement ratio.

Pool Decking

Decking around a pool can be poured concrete, stone, brick, tile, or any of a variety of pavers. Wood may also be used, but it will demand more maintenance, can be slippery when wet, and is prone to causing splinters. Don?t skimp on area. The pool deck, which will be used for lounging, sunbathing, and dining, is likely to get more use than the pool!

Pool Costs

Pool costs vary by type of pool and region. For example, in many parts of the country a fiberglass pool costs less than a concrete pool?but not everywhere. Size is probably a more important indicator of price. Small pools will cost roughly between $20,000 and $30,000. Medium-size pools will run between $30,000 and $40,000. Large pools begin at $40,000 and go up from there. Add in the extras?diving boards, slides, decking, lighting, and automatic cleaners?and the costs can easily rise by another 10 to 20 percent. Some pool contractors may be able to give you a more accurate estimate based upon the pool volume. For example, concrete pools in many parts of the country cost about $10 per cubic foot. As with any home improvement, request several quotes from reputable contractors along with as many references as possible.

In addition to initial cost, plan for ongoing maintenance expenses. Vinyl liners, for example, last about 5 to 10 years, at which time they need to be replaced at a cost of about $4,000. Concrete pools need to be resurfaced every 10 years or so, a job that can cost even more. Fiberglass pools have a life expectancy of 25 years, making them a low-cost option in the long term. In addition, fiberglass is less likely to stain or support the growth of algae, thereby reducing maintenance hassle and expense.

Pool Maintenance

The cost of a new pool doesn?t end with its construction. Depending upon how much of it you hire out, maintenance, supplies and electrical costs can run between $1,000 and $3,000 a year. There?s opening and closing, cleaning, checking connections, adjusting pH, adding algaecide, surface repairs, and liner replacements. Cost-saving green alternatives are available. Before deciding upon chlorine as your primary sanitizer (it?s a major pollutant), consider some of the natural water purifiers. They include saltwater, ionization, oxidation, sonic waves, and certain types of plants. And if you?re thinking about heating your pool to extend its use into the cooler seasons, consider solar thermal heating. Of all the solar technologies, its payback is the fastest.

Pool Safety

The Consumer Safety Protection Commission (CPSC) recommends taking measures to prevent children from accessing the water when there is no adult supervision. When planning a pool, include a fence around the perimeter in your plans. (Your municipality may demand it ? and it?s a good idea in any case.) Gates should be self-closing, self-latching, and lockable. Door, gate and pool alarms should be installed along with anti-entrapment drain covers and securable pool covers. Everyone using the pool should be taught to swim, and someone in the family should be trained in CPR, first aid, and emergency response.

Budgeting, or California Dreaming? | Advancing a Free Society

In the fabled Golden State, there are certain rites of summer. Along those lines: family vacations, top-down convertibles, the bow-wave of students coming and going at California?s nearly 400 colleges and universities.

Not to mention the odd wildfire when the mercury rises and the winds gust.

But there?s another Golden State summertime?rite de passage?? one that we?ve chosen to discuss in this, Eureka?s maiden voyage. And that?s the annual passage of California?s state budget.

Over the course of this week, we?ll examine various facets of the Golden State?s budgetary reality ? the strained safety net, educational system and infrastructure grid, plus what if any budget reform is feasible.

And, in the columns immediately below and authored by a former state Department of Finance director, we?ll explore why the Golden State oft-times makes ill-advised choices.

But first, some background information:

A California governor unveils a budget proposal in early January, on the heels of his State of the State address (the governor spending his December imbibing at pre-holiday parties and agonizing over bad financial numbers ? the two schedule demands not mutually exclusive).

The State Legislature, for the most part, drags its heels until the so-called?May Revise??of the budget, when the spending plan is readjusted for April?s tax revenue (this year, the ?Revise? became a ?Surprise? when?it was revealed?the state?s deficit had ballooned to $16 billion, or double the governor?s projection in January).

Then the real fun begins . . .

Fast-forward from mid-May and mid-June and the constitutional deadline for the budget?s passage. Lawmakers would ignore this speed bump were it not for 2010?s?Proposition 25, which requires a spending plan by this date. Otherwise, legislators forfeit their salaries.

The result? California no longer has the prolonged budget impasses that occurred during the previous gubernatorial reigns of Arnold Schwarzenegger, Gray Davis and Pete Wilson.

But, in their rush to safeguard their paychecks by passing a budget deal ?done? by June 15, lawmakers have sacrificed accuracy (some would say, honesty) for speed?s sake.

The budget sent to Gov. Jerry Brown earlier this month was, in fact,?a very incomplete document?? so much so that the blanks?are still being filled in(translation: still trying to put a dollar sign on welfare cuts and reductions in health care-services for lower-income children) before a series of floor voters later this week will send a revamped plan back to the Governor?s Office.

The final act in the annual budget ballet: whether the state has a spending plan in place by the July 1 fiscal deadline. And, despite the differences between Brown and his fellow Democrats on those aforementioned cuts, getting the governor?s signature by this time next week seems likely (in part, because Brown knows that the image of a state government running on time makes?his tax initiative?an easier sell).

A few thoughts:

1)??Spending Spree. I came to California and Sacramento in early 1994, the final year of Pete Wilson?s first gubernatorial term. The budget he signed that July included $40.9 billion in General Fund spending. The last budget that Gray Davis signed into law, in 2003 and shortly before his recall defeat, included $70.8 billion in General Fund spending. The last budget that Arnold Schwarzenegger agreed to, in 2010 and after a 100-day standoff with legislators, included $86.5 billion in General Fund spending. That?s a 111% increase. It?s also a growth rate in spending six times greater than California?s gain in population (32 million in 1994; 37 million in 2010). Simply put, California?s been spending at a rate it can?t support ? especially with a revenue stream (an over-reliance on fluctuating income, sales and capital-gains tax receipts, as evidenced in this year?s?Facebook IPO) with more ups-and-downs than Oprah Winfrey?s caloric intake.

2)??The Golden State Difference. California?s not the only state struggling in these slow economic times. According to the D.C.-based Center on Budget and Policy Priorities, 30 states are heading into July and their new fiscal year?in the red. What distinguishes the Golden State from its 49 junior partners: the size and depth of the nation-stare?s misery. The combined deficit of those 30 states is $54 billion, or an average of less than $2 billion per state. Jerry Brown stepped into?a $28 billion deficit?in January 2011. Arnold Schwarzenegger was swept into office thanks, in part, to?the $38 billion deficit?that arose on Gray Davis? watch. Pete Wilson was confronted with?a $14 billion shortfall, which many sound like small potatoes except for the fact that the state budget was only $43 billion back in 1991. It?s easy to forget that California and its world-class economy makes for apples-to-oranges comparisons with other states. But the size of the Golden State?s is a reminder that we?re a big state . . . swimming in a very big sea of red ink.

3)??Same Old Story.?Pete Wilson inherited a budget meltdown in 1991. By 1999, when he left office, California had gone from 50th?to 1st?in job-creation. Wilson?s successor, Gray Davis, inherited a red-hot economy riding the?dot.com?bubble. When that bubble burst, so did Davis? political fortunes. Enter Arnold Schwarzenegger who, like Wilson, walked into a fiscal train wreck. The Governator didn?t lack for creative approaches ? spending cuts, tax increases and borrowing in the guise of a voter-approved??recovery bond?.??Still, the film star who battled all sorts of cinematic bad guys and aliens?was no match?for the Sacramento budget monster. And so California?s now turned to Jerry Brown, who campaigned in 2010 on austere rhetoric and a promise of budget austerity. That?s four governors and 20 years of a budget merry-go-round. The cast changes; the budget plot doesn?t. George Jetson?said it best?when he got trapped under the treadmill: ?Jane, stop this crazy thing.?

4)??Is There A Way Out??Late last year, New York Gov. Andrew Cuomo reached a deficit-cutting?tax deal?with Empire State legislators. In New Jersey, Republican Gov. Chris Christie?seems?on the verge?of crafting a budget with a Democratic-led Legislature. And California? In fairness, other states have advantages the Golden State doesn?t (Christie, for example, is forecasting a nation?s-best?7.4% revenue growth?for New Jersey). That said, California?s political leadership is prone to . . . well,?California dreaming?when it comes to long-term budget planning. How to remedy this? That?s another topic for another Eureka forum.

Front Porch Makeover, Part 5: Outdoor Furniture and Accessories ...

Last month, tired of perpetually peeling paint and constant clutter, my husband and I decided to DIY a front porch makeover. The first step was literally the first step: The stairs needed a complete rebuild. Next, two complementary shades of fresh exterior paint, and cheerful, inviting outdoor plants. It was a lot of rigorous work, prepping, painting, planting and more. Now, the end was in sight, and the fun part had arrived: buying new furniture and accessories!

In consultation with our designer, Valerie Clubine of Signature Interiors, we determined our vision for the outdoor room, emphasis on ?room.? We realized we wanted the space to be inviting ? to feel, and serve, as a dual-purpose outdoor/indoor area.

Choosing the furniture
To achieve the vision, we needed to make the space look like a room, so we avoided conventional outdoor furniture. Mixing and matching became the answer. We did one-stop shopping at Home Depot.

For seating: Patioflare Hand-woven Wicker Muskoka Chairs ($119); visually low, they don?t appear to take up a lot of space. We also wanted seating for the kids, but knew they?d quickly outgrow child-sized chairs. As we didn?t have room for two more full-sized chairs beyond the wickers: Martha Stewart Living Laurel Shore Ottomans (2-pack, $149), fine seating for kids, and if it?s just me and the hubby, we pull them up and actually use them as ottomans.

For the accent table, we ended up choosing one meant for indoor use: Powell Shelburne Cherry 2-piece nesting tables ($141), which gives us an extra table to pull out when needed ? and the nested table takes up almost no space when not in use. Our porch is quite sheltered, and the table will be set back against window; short of a hurricane, this outdoor furniture won?t be affected by inclement weather.

To pull the space together and give it the coziness of a room, a bold-patterned rug: Lanart Modern Weave 4X6 outdoor area rug ($179). This is a durable, washable outdoor rug, make no mistake; the great news is that these days all sorts of outdoor rugs are available that look like indoor rugs. Win-win!

The lighting
To effect ambience: lanterns with candles, a post cap, and a main fixture with a dimmer. For the main outdoor light, an oversized lantern-style light, which adds drama to the space: World Imports Ayrs Outdoor Collection Bronze 12-inch hanging lamp ($286).

The accessories
As with any room in a home, little details can have a big impact. So: accessory shopping! To be honest, we didn?t do 100% one-stop shopping at Home Depot. We visited Wal-Mart for most of our accessories ? inexpensive but surprisingly chic. Here?s what we got:

  • Quilt set ($50), which we slung over the railing on the far side of the porch, to block out our neighbour?s recycling bins
  • Throw pillows ($15 each)
  • 14" caddie ($10), used for fern, to be able to move it closer to the seating area or out into the sun when needed
  • Birdcage ($20), which we used to house one of our potted lavender plants, on the nesting table
  • Candle holders and lanterns (various price points, all inexpensive)

THE BIG REVEAL
Technically, we started the reveal at the top of this post! Still, those of you who have been following this series will remember what a visual and spatial disaster the space was before. Non-descript to the point where it had become a marginally functional space to store large items like strollers and bikes ? in other words, it had devolved into a clutter vortex. In case you missed it, or in case you have (mercifully!) forgotten, here is the Before:

So, cocktails on the veranda, anyone? As you can see, our new front porch combines all the elements we love about being outside, including plants and lanterns, with the interior comforts we adore, like blankets, cushions and luxe furniture. Our entire family enjoys spending time out here, at all times of day: morning coffee, afternoon story sessions, late evening glasses of wine? Drop by next time you?re in the neighbourhood ? we?ll be out there!

Total cost for entire project: $3,000 approx.

The verdict: Wow, do we ever wish we?d done this a long time ago. A home improvement that extends into so many areas of our lives, it was well worth the time and effort. Beyond pleasing us, it also increases our home?s curb appeal, which makes it a more inviting destination for neighbours and friends, and increases the property?s resale value. I already said ?win-win? earlier in this post, so I?ll end by saying win-win-win!

Three Key Reasons Housing Not Coming Back: Demographics, Student Debt, No Jobs

Consumers Not Ready to Borrow Again

Ben Bernanke is trying like mad to stimulate credit and lending but to no avail. It's an uphill debt because of demographics, student debt, and lack of jobs.

Citing falling debt-service needs, some economists think consumers may be ready to go on a borrowing. They are badly mistaken.

I agree with Jed Graham on Investor's Business Daily who says falling debt-service needs is an illusion. Graham makes the case in Consumer Credit Impaired By Under-45 Job, Debt Woes.

Nearly four years after a borrowing binge gave way to financial crisis, have households slashed enough debt to take on new credit and start spending again?

Yes, says a growing chorus of economists, with some evidence to back them up. The Federal Reserve's ratio of debt service payments to disposable income is at its lowest level since 1994.

But that traditional measure is a poor guide today, as credit-hungry adults under 45 bear the brunt of the jobs, housing and student loan crises.

Considering where more of the income is coming from (government supports), who's earning a bigger share of wages (baby boomers) and which type of debt has been on the rise (student loans), re-leveraging may be a long way off.

Not Ready to Borrow

Graham's analysis is correct. Here are some points from the article that will explain why.

Demographics

  • The number of full-time workers younger than 45 has fallen by 9 million, or more than one in seven, Labor Department data show.?
  • The number of full-time workers ages 55 and older has climbed by 8.5 million.?
  • The 35-44 population has shrunk by 4.5 million over the past 12 years.?
  • The huge baby boomer cohort has aged while Generation X is unusually small.?

Student Debt
  • Student debt has soared to nearly a trillion dollars. About two-thirds of it are held by those under 40.
  • Among those age 30-39, 25% have student loan debt, with an average balance of $28,500.?
  • New York Fed research shows that of 37 million student loan borrowers last fall, only 39% were paying down their balances.

Jobs

To Graham's analysis I would add the jobs picture is bleak.

    • Unemployment insurance has expired for millions: 200,000 Lose Unemployment Benefits This Week, Nearly Half From California
    • Self-Employment desperation: 100% of U.S. Jobs Added Since 2010 Have Been Self-Employment, Contractor, or Other Jobs Without Unemployment Insurance Benefits
    • Last two jobs reports have been dismal: Another Payroll Disaster: Jobs +69,000, Employment Rate +.1 to 8.2%, April Jobs Revised Lower to +77,000; Long-term Unemployment +310,000
    • The 4-week moving average of weekly unemployment claims is at the highest rate of the year, at 386,250.

      Housing

      Let's put it all together and look at the picture from the point of view of housing.

      1. Kids are graduating from college deep in debt with poor job prospects.
      2. Those with too much debt and too little income are sharing apartments or moving back home, not buying homes and starting families.
      3. Boomers are looking to downsize, not buy more toys and larger houses.
      4. Shadow inventory of buyers waiting for higher prices is immense, yet generation X and Generation Y represent small pools of potential buyers

      Factor in the rapidly slowing Chinese economy (China Manufacturing PMI 7-Month Low, Sharpest Decline in New Export Orders Since March 2009 coupled with Europe in the midst of a severe recession, and it's difficult if not impossible to see just where US growth will come from.

      Nonetheless, I believe housing is bottoming. I made the case in New American Dream is Renting; Reflections on Renting Houses, Cars, Books, Clothes; Will Rentership Fuel the Next Boom? What About Home Prices?

      However, even "if" housing is bottoming, don't expect either housing or the economy to go anywhere fast.? Prospects for family formation are fundamentally very weak and overall economic fundamentals are very weak as well.

      Goodie Mob defined hip-hop's dirty south sound before such a descriptor even existed, mixing uplifting raps with bass-heavy funk. Cee Lo Green, Big Gipp, T-Mo and Khujo, along with their Dungeon Family affiliates OutKast, were largely responsible for making Atlanta rap's southern capital. The last time the Mob dropped an album as a quartet was 1999's World Party, but now they are back.

      "The Goodie Mob, we definitely are reunited. And we've been working on that album really vigorously and it's coming out very well," Cee Lo Green told MTV News while at a Los Angeles taping for TV Land's new sitcom "Soul Man." "I think people are going to be very pleased. You know our core audience and also this new audience that we are aspiring to acquire."

      The comeback LP, which is titled Age Against the Machine, doesn't have a release date, but in April the group gave fans their first taste of the album when they performed their new single "Fight To Win" on "The Voice." The televised performance showed a Goodie Mob quite different from what their day-one fans may remember. While singing the motivational ode, Khujo, Gipp and T-Mo donned gold battle armor and matching capes, resembling a squad of triumphant Roman soldiers. The song has been catching on: It was chosen as the official theme for the 2012 NBA Playoffs and ran on television spots throughout the two-month sporting tournament.

      It's been over a decade since we've seen Goodie together, but Cee Lo says it was bound to happen. "Well, you know, it was just a matter of time, it's very faithful and we're a family," he explained. "And you know we were never separate from each other completely. So our coming together after a 12-year hiatus is somewhat of a testament to our elasticity if you will. That's what I call it."

      Experts say science lacking on 9/11 and cancer

      NEW YORK (AP) ? Call it compassionate, even political. But ... scientific? Several experts say there's no hard evidence to support the federal government's declaration this month that 50 kinds of cancer could be caused by exposure to World Trade Center dust.

      The decision could help hundreds of people get payouts from a multibillion-dollar World Trade Center health fund to repay those ailing after they breathed in toxic dust created by the collapsing twin towers on Sept. 11, 2001.

      But scientists say there is little research to prove that exposure to the toxic dust plume caused even one kind of cancer. And many acknowledge the payouts to cancer patients could take money away from those suffering from illnesses more definitively linked to Sept. 11, like asthma and laryngitis.

      "To imagine that there is strong evidence about any cancer resulting from 9/11 is naive in the extreme," said Donald Berry, a biostatistics professor at the University of Texas MD Anderson Cancer Center in Houston.

      Yet this month, Dr. John Howard, who heads the federal agency that researches workplace illnesses, added scores of common and rare cancers to a list that had previously included just 12 ailments caused by dust exposure.

      Lung, skin, breast and thyroid cancer were among those added; of the most common types of cancer, only prostate cancer was excluded.

      "We recognize how personal the issue of cancer and all of the health conditions related to the World Trade Center tragedy are to 9/11 responders, survivors and their loved ones," Howard said in a June 8 statement.

      He declined requests for an interview with The Associated Press. His decision, based on an advisory panel's recommendation, will go through a public comment period and additional review before it's final.

      Several factors about the decision by the National Institute for Occupational Safety and Health raised eyebrows in the scientific community:

      ? Only a few of the 17 people on the advisory panel are experts at tracking cancer and weighing causal risks; they were outnumbered by occupational physicians and advocates for Sept. 11 rescue and cleanup workers.

      ? Exposure to a cancer-causing agent doesn't necessarily mean someone will develop cancer. And if they do, conventional medical wisdom says it generally takes decades. But the panel agreed to cover those diagnosed with cancer within just a few years of the disaster.

      ?The panel members favored adding cancers if there was any argument to include them. They added thyroid cancer because a study found a higher-than-expected number of cases in firefighters who responded to 9/11, even though thyroid cancer is generally linked to genetics or high doses of radiation. The same study found a lower-than-expected number of lung cancers, but it was added because it was considered a plausible consequence of inhaling toxins at the site.

      Even lawyers for the first responders were stunned: They had expected to see only certain blood and respiratory cancers put on the list.

      "I understand the urge to want to compensate and reward the heroes and victims of that tragedy," said Dr. Alfred Neugut, a Columbia University oncologist and epidemiologist. But "if we're using medical compensation as the means to that, then we should be scientifically rigorous about it."

      When the twin towers collapsed, much of lower Manhattan was enveloped in a dense cloud of pulverized glass and cement that left people in the area gasping for air. Fires smoldered in the rubble pile for weeks. Many workers labored in the ash wearing only flimsy paper masks, and went home coughing up black phlegm. Years later, some were still experiencing mild respiratory problems.

      After Sept. 11, the government established the Victim Compensation Fund, which paid out about $7 billion for the nearly 3,000 deaths from the attacks and for injuries, including some rescuers with lung problems.

      In late 2010, Congress set up two programs for anyone exposed to the rubble, smoke and dust at ground zero: rescue and cleanup workers and others who worked or lived in the area. Cancer was initially excluded, but Congress ordered periodic reviews based on the latest scientific evidence.

      One $1.55 billion program is for treatment for any illness determined to be related to ground zero. The second $2.78 billion fund is to compensate people who suffered economic losses or a diminished quality of life because of their illness. Both programs expire in 2016, but could be extended.

      How many people might apply isn't clear. In the decade since the attacks, about 60,000 people have enrolled in the two health programs for those who lived or worked within the disaster zone of lower Manhattan. Many have signed up for medical monitoring, but around 16,000 have been getting treatment annually.

      Every new illness added to the list means less money for the group as a whole, especially when dealing with major diseases like cancer, acknowledged Sheila Birnbaum, the special master handling applications to the compensation fund.

      Registration for the compensation program only began in October. How the money will be divvied up, or whether it will be enough, isn't clear, Birnbaum said. People with the gravest health problems would get the largest amounts, with cancer payments likely among the most sizable.

      Applicants could qualify for treatments and payments as long as they and their doctors make a plausible case that their disease was connected to the caustic dust.

      But is Sept. 11 really to blame for every cancer case?

      Overall, roughly 1 in 2 men and 1 in 3 women will get cancer over their lifetimes. And generally, the more you look for cancer, the more cases you find. People worried that they got sick from the World Trade Center attacks are likely going to doctors more than other people. So some slow-growing cancers that started before 9/11 but were found afterward could end up being blamed on the fallout.

      Reggie Hilaire was a rookie police officer when the hijacked planes flew into the World Trade Center. He spent the initial weeks after the attacks patrolling Harlem, miles away from the disaster zone, then was sent to Staten Island, where he spent weeks at a city landfill sorting through rubble and looking for human remains.

      At the landfill, he wore a Tyvek suit, boots, gloves and a respirator to protect him. Months later, he also worked as a guard near ground zero, wearing no protective gear but never working on the debris pile itself.

      Hilaire didn't develop the hacking cough or other problems experienced by those who inhaled big doses of soot. But he worried about his health, periodically visiting doctor's offices and clinics.

      In 2005, at age 34, a lump showed up in his neck. He was diagnosed with thyroid cancer and successfully treated. Months later, he got more bad news: Doctors noticed he was anemic and investigated, leading to diagnosis of a second cancer ? multiple myeloma, a blood cancer normally seen in the elderly.

      Since roughly half of people with the diagnosis never get sick from it, doctors monitor a patient's condition rather than put them through chemotherapy and other difficult treatments ? which is the case with Hilaire, still on the force. His medical bills have been covered by insurance, and to date, he hasn't applied for compensation from the federal fund.

      Doctors don't know what causes multiple myeloma, but say genetics plays a role and that it is more common in black men. Hilaire, who is black, is convinced that toxins at ground zero are to blame.

      "I've had cancer twice since 9/11, and I'm 41 years old," he said. "It would be some coincidence."

      The U.S. government traditionally has been cautious about labeling things as cancer-causing agents, choosing to wait for multiple studies to confirm and reconfirm such a conclusion.

      The famed 1964 surgeon general's report that permanently tied smoking to lung cancer came out more than a decade after a series of studies showed the link. The Environmental Protection Agency has taken decades to decide about other carcinogens. Howard's agency, NIOSH, has a conservative reputation as well.

      But with this decision, Howard broke from that history.

      "I think this was a special case," said Richard Clapp, a professor emeritus of environmental health at Boston University.

      No question, bad stuff was in the air and on the ground. Asbestos, lead, mercury, PCBs and dioxins were all found at the smoldering World Trade Center site for months after the terror attacks. Dioxins have been associated with promoting the growth of some pre-existing cancerous cells, Clapp noted.

      Previous studies have shown some of the contaminants ? like asbestos, arsenic and soot, for example ? have led to cancers in workers exposed to hefty amounts for long periods of time.

      The fallout was a terrible mixture of toxins with significant potential to harm people, said Elizabeth Ward, an American Cancer Society vice president and cancer researcher who headed the advisory panel that made the recommendation to Howard.

      "This was a really unique exposure," said Ward. Based on the best available evidence, the panel decided it was likely that people could get cancer, she said, and that it was better to offer help now than when it was too late.

      Indeed, Howard and Ward have a number of supporters in the public health and scientific community who think it was the wisest decision, given the large human need.

      "I think for Dr. Howard, it's a very tough decision to make. I'm sure he knew that whatever he said, people are going to complain about it," said Daniel Wartenberg, an epidemiology professor at the University of Medicine & Dentistry of New Jersey.

      "In my view, I hope he is wrong. I hope no one gets sick," he added.

      A mere two years after 9/11, former New York City police detective John Walcott, 47, was successfully treated for a common type of leukemia that doesn't hit most people until about age 60.

      Walcott arrived at the World Trade Center just after the second tower fell and spent months searching for human remains ? on the pile, in empty buildings nearby, and later at the city landfill where the rubble had been taken.

      He was so sure his cancer would eventually be covered by the federal program, he dropped his negligence lawsuit against the city last winter, as was required to remain eligible for the fund.

      He is well aware that some scientists question whether illnesses like his were really caused by ground zero toxins. But he has no doubts.

      "My heart told me I got it from there," he said.
