Net providers begin warning of illegal downloads

WASHINGTON (AP) ? Internet users who are illegally sharing music, movies or television shows are going to start to receive warning notices from the nation's five major Internet service providers.

The Copyright Alert System, organized by the recording and film industry, is being activated this week to target consumers who may be engaging in piracy using peer-to-peer software.

Under the new system, complaints will prompt an Internet service provider ? such as Verizon or AT&T ? to notify a customer whose Internet address has been detected sharing files illegally. A person will be given up to six opportunities to stop before the Internet provider will take more drastic steps, such as temporarily slowing their connection. Proponents say the focus is on educating consumers. They acknowledge it's unlikely to deter chronic violators.

Huawei reveals 'fastest smartphone in the world'

(AP) ? Huawei, a Chinese company that recently became the world's third-largest maker of smartphones, calls its new flagship product "the fastest smartphone in the world" and wants to use it to expand global awareness of its brand.

Parts of the presentation of the phone at a press conference Sunday in Barcelona, Spain, suggest that the company has some way to go in polishing its pitch for a global audience.

Richard Yu, head of Huawei's consumer business group said the new phone can be programmed to display more than 100 different "themes," or looks. This is important because "ladies like flowers, colorful things," Yu said.

Yu also said Huawei is learning from Apple how to make Google's Android software easier to use, a lawsuit-friendly utterance considering that Apple is on a global campaign to sue makers of Android phones for copying from the iPhone.

The new phone, the Ascend P2, will have a 4.7 inch screen. Yu said it will be available in the April to June time frame for about $525 without a contract. It's the "fastest" because it supports faster download speeds than other phones. However, today's wireless networks aren't equipped to supply those speeds.

Huawei Technologies Ltd. was the world's third largest seller of smartphones, after Samsung and Apple, in the fourth quarter of last year, according to research firm IDC. That's despite selling very few phones in the U.S., where the big phone companies mostly ignore it. It has a much better position in Europe, where cellphone companies have embraced its network equipment, and France's Orange is committed to selling the phone.

In the U.S., a congressional panel recommended in October that phone carriers avoid doing business with Huawei or its smaller Chinese rival, ZTE Corp., for fear that its network equipment could contain "back doors" that enable access to communications from outside. The Chinese government rejected the report as false and an effort to block Chinese companies from the U.S. market.

Meanwhile, a report by a private U.S. cybersecurity firm concluded recently that a special unit of China's military is responsible for sustained cyberespionage against U.S. companies and government agencies. China has denied involvement in the attacks in which massive amounts of data and corporate trade secrets, likely worth hundreds of millions of dollars, were stolen.

"It has not been an easy journey for us," Huawei's global brand director, Amy Lou, said Sunday of the company's quest to become globally recognized and trusted. She called the company "a great consumer brand in the making."

The world's largest cellphone trade show, Mobile World Congress, opens Monday in Barcelona.

Conservative candidate wins Cyprus election

NICOSIA, Cyprus (AP) ? Conservative candidate Nicos Anastasiades won Cyprus' presidential runoff election Sunday by one of the widest margins in 30 years, and will quickly have to face the formidable task of preventing the country from suffering a financial meltdown.

Anastasiades won with 57.48 percent, far ahead of left-wing rival Stavros Malas, who had 42.51 percent of the vote, according to final results.

Cypriots chose their leader at a critical time, and the new president will be under pressure to quickly finalize a financial rescue package with the eurozone's other 16 countries and the International Monetary Fund.

Sunday's vote was "a clear and strong mandate for change and reforms to lift our country out of the vicious circle of crisis,"?Anastasiades spokesman Tasos Mitsopoulos said after exit polls showed he would be a clear winner.

As results trickled in just after polls closed, Anastasiades' supporters celebrated outside his campaign headquarters in the capital Nicosia, honking horns and waving flags.

The new president will face a tough battle convincing reluctant countries, especially Europe's economic powerhouse Germany, that tiny Cyprus deserves help after its banks lost billions of euros on bad Greek debt.

Anastasiades will let the world know that "we're determined to assume our responsibilities, restore Cyprus' credibility, fight to implement change and reform while demanding form our (EU) partners to stand in solidarity with us," Mitsopoulos added.

His defeated rival said the new president could count on his support if his actions were deemed to be beneficial for Cyprus.

"I state that we will stand by the new president if we assess his actions and policies to be for the good of the country because the unity of our people is what's most important right now," Malas said as he conceded the election. "At the same time, we will be strong critics of whichever actions and decisions that we deem not to serve the country's best interests."

Anastasiades has capitalized on what many feel were five years of failed left-wing rule under outgoing President Dimitris Christofias and his communist-rooted AKEL party ? which backs Malas ? that caused Cyprus' sorry economic state.

The 66-year-old leader of the main opposition Democratic Rally party has boasted of his connections with Europe's center-right leaders and seeks to spend political capital he's built up over the years to convince Europe that Cyprus deserves help.

Last year, Cyprus sought financial assistance of up to ?17 billion ($22.7 billion), a sum roughly equivalent to its annual gross domestic product, which has raised concerns whether the country would be able to pay back any loan. The country has been unable to borrow from international markets since mid-2011, and turned to long-time ally Russia last year for a ?2.5 billion ($3.3 billion) loan to keep it afloat.

Cyprus, a divided island of around 1 million people in the far eastern end of the Mediterranean, is one of the smallest members of the 27-nation European Union and faces deep political and economic problems. The country has a presidential system of government, and the office carries a lot of power.

Cyprus has already enacted deep public sector wage cuts and tax hikes under a preliminary bailout agreement.

(AP) ? Police were searching villages in western India on Friday for suspects in the rape and killing of three young sisters, as Indians still angry over the fatal gang rape of a woman on a New Delhi bus in December face another heinous sexual attack.

The bodies of the sisters ? aged 7, 9 and 11 ? were found Feb. 16 in a village well in Bhandara district in Maharashtra after they had gone missing from school two days earlier, said police officer Abhinav Deshmukh. The area is more than 1,000 kilometers (630 miles) south of New Delhi, the capital.

The victims' mother said police did not take the case seriously and did nothing for several days until villagers held protests.

Deshmukh said Friday that 10 teams of 30 investigators were working on the case and that he was confident they would find the killers soon.

Police first dismissed the deaths as accidental, the Press Trust of India news agency reported. The girls' mother accused police of a shoddy investigation and said they did nothing for two days. Enraged villagers forced shops to close, burned tires and blocked a national highway passing in the area for hours earlier this week, demanding justice.

Police eventually registered a case of rape and murder after a post-mortem of the girls found that they had been sexually abused and brutally killed, PTI said.

One police officer has been suspended for not acting promptly, Indian Heavy Industries Minister Praful Patel, who represents Bhandara district in Parliament, said Thursday.

Cabinet Minister Manish Tewari called the killings a "very, very heinous assault" and said Prime Minister Manmohan Singh was sending 1 million rupees ($18,300) to the girls' family.

The case has horrified Indians two months after they were outraged by the gang rape and killing of a young woman on a moving New Delhi bus.

The gang rape sparked nationwide protests about India's treatment of women and spurred the government to hurry through a new package of laws to protect them.

The gang rape victim and her male friend, who also was badly beaten up in the attack, were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital. Five men are being tried on rape and murder charges in that case, while a sixth, who is underage, is in juvenile court.

A new law enacted by the government has increased the prison sentences for rape from the existing seven to 10 years to a maximum of 20 years. It also provides for the death penalty in extreme cases of rape that result in death or leave the victim in a coma.

Researchers develop tool for reading the minds of mice

If you want to read a mouse's mind, it takes some fluorescent protein and a tiny microscope implanted in the rodent's head.

Stanford scientists have demonstrated a technique for observing hundreds of neurons firing in the brain of a live mouse, in real time, and have linked that activity to long-term information storage. The unprecedented work could provide a useful tool for studying new therapies for neurodegenerative diseases such as Alzheimer's.

The researchers first used a gene therapy approach to cause the mouse's neurons to express a green fluorescent protein that was engineered to be sensitive to the presence of calcium ions. When a neuron fires, the cell naturally floods with calcium ions. Calcium stimulates the protein, causing the entire cell to fluoresce bright green.

A tiny microscope implanted just above the mouse's hippocampus ? a part of the brain that is critical for spatial and episodic memory ? captures the light of roughly 700 neurons. The microscope is connected to a camera chip, which sends a digital version of the image to a computer screen.

The computer then displays near real-time video of the mouse's brain activity as a mouse runs around a small enclosure, which the researchers call an arena.

The neuronal firings look like tiny green fireworks, randomly bursting against a black background, but the scientists have deciphered clear patterns in the chaos.

"We can literally figure out where the mouse is in the arena by looking at these lights," said Mark Schnitzer, an associate professor of biology and of applied physics and the senior author on the paper, recently published in the journal Nature Neuroscience.

When a mouse is scratching at the wall in a certain area of the arena, a specific neuron will fire and flash green. When the mouse scampers to a different area, the light from the first neuron fades and a new cell sparks up.

"The hippocampus is very sensitive to where the animal is in its environment, and different cells respond to different parts of the arena," Schnitzer said. "Imagine walking around your office. Some of the neurons in your hippocampus light up when you're near your desk, and others fire when you're near your chair. This is how your brain makes a representative map of a space."

The group has found that a mouse's neurons fire in the same patterns even when a month has passed between experiments. "The ability to come back and observe the same cells is very important for studying progressive brain diseases," Schnitzer said.

For example, if a particular neuron in a test mouse stops functioning, as a result of normal neuronal death or a neurodegenerative disease, researchers could apply an experimental therapeutic agent and then expose the mouse to the same stimuli to see if the neuron's function returns.

Although the technology can't be used on humans, mouse models are a common starting point for new therapies for human neurodegenerative diseases, and Schnitzer believes the system could be a very useful tool in evaluating pre-clinical research.

The work was published Feb. 10 in the online edition of Nature Neuroscience. The researchers have formed a company to manufacture and sell the device.

Scientists turn to real-life 3-D holodecks

CHICAGO ??Take a walk through a human brain? Fly over the surface of Mars? Computer scientists at the University of Illinois at Chicago are pushing science fiction closer to reality with a wraparound virtual world where a researcher wearing 3-D glasses can do all that and more.

In the system, known as CAVE2, an 8-foot-high (2.4-meter-high) screen encircles the viewer 320 degrees. A panorama of images springs from 72 stereoscopic liquid crystal display panels, conveying a dizzying sense of being able to touch what's not really there.


As far back as 1950, sci-fi author Ray Bradbury imagined a children's nursery that could make bedtime stories disturbingly real. "Star Trek" fans might remember the holodeck as the virtual playground where the fictional Enterprise crew relaxed in fantasy worlds.

The Illinois computer scientists have more serious matters in mind when they hand visitors 3-D glasses and a controller called a "wand." Scientists in many fields today share a common challenge: How to truly understand overwhelming amounts of data. Jason Leigh, co-inventor of the CAVE2 virtual reality system, believes this technology answers that challenge.

"In the next five years, we anticipate using the CAVE to look at really large-scale data to help scientists make sense of that information. CAVEs are essentially fantastic lenses for bringing data into focus," Leigh said.

The CAVE2 virtual world could change the way doctors are trained and improve patient care, Leigh said. Pharmaceutical researchers could use it to model the way new drugs bind to proteins in the human body. Car designers could virtually "drive" their vehicle designs.

Imagine turning massive amounts of data ? the forces behind a hurricane, for example ? into a simulation that a weather researcher could enlarge and explore from the inside. Architects could walk through their skyscrapers before they are built. Surgeons could rehearse a procedure using data from an individual patient.

CAVEs aren't cheap
But the size and expense of room-based virtual reality systems may prove insurmountable barriers to widespread use, said Henry Fuchs, a computer science professor at the University of North Carolina at Chapel Hill, who is familiar with the CAVE technology but wasn't involved in its development.

While he calls the CAVE2 "a national treasure," Fuchs predicts a smaller technology such as Google's Internet-connected eyeglasses will do more to revolutionize medicine than the CAVE. Still, he says large displays are the best way today for people to interact and collaborate.

Believers include the people at Marshalltown, Iowa-based Mechdyne Corp., which has licensed the CAVE2 technology for three years and plans to market it to hospitals, the military and in the oil and gas industry, said Kurt Hoffmeister of Mechdyne.

In Chicago, researchers and graduate students are creating virtual scenarios for testing in the CAVE2. The Mars flyover is created from real NASA data. The brain tour is based on the layout of blood vessels in a real patient.

Brain surgeon Ali Alaraj remembered the first time he viewed the brain using the CAVE2.

"You can walk between the blood vessels," said the University of Illinois College of Medicine neurosurgeon. "You can look at the arteries from below. You can look at the arteries from the side.... That was science fiction for me."

How CAVEs compare
Would doctors process information faster with fewer errors using CAVE2? That's the question behind a proposed study that would compare CAVE2 to conventional methods of detecting brain aneurysms and determining proper treatment, said Andreas Linninger, UIC professor of bioengineering, chemical engineering and computer science.

But it's not all serious business at the lab.

In his spare time during the past two years, research assistant Arthur Nishimoto has been programming the CAVE2 computer with the specifications for the fictional Starship Enterprise. He now can walk around his life-size re-creation of the TV spacecraft.

The original technology, introduced in the early 1990s, was called CAVE, which stood for Cave Automatic Virtual Environment and also cleverly referred to Plato's cave, the philosopher's analogy about shadows and reality. It was named by former lab co-directors Tom DeFanti and Dan Sandin.

The second generation of the CAVE, invented by Leigh and his collaborator Andy Johnson, has higher resolution. The project was funded by the National Science Foundation and the Department of Energy.

"It's fantastic to come to work. Every day is like getting to live a science fiction dream," Leigh said. "To do science in this kind of environment is absolutely amazing."

Body pulled from wreckage after Kansas City explosion

Authorities pulled a body Wednesday from the wreckage of a landmark restaurant in Kansas City, Mo., where a natural gas explosion caused a spectacular fire.

At least 14 people were injured Tuesday night when a blaze tore through JJ?s Restaurant, part of an upscale business and shopping district.?Searchers with cadaver dogs had sifted through the rubble for hours overnight looking for the lone person missing, a woman who worked at the restaurant.

The cause of the gas explosion remained under investigation. A statement released by Missouri Gas Energy said early indications were that a contractor doing underground work struck a natural gas line.

More than 100 firefighters responded to the 6 p.m. blast at JJ?s Restaurant in Country Club Plaza, an upscale business and shopping district of Kansas City. Flames shot up through the night sky, destroying the renowned Midwest dining spot as firefighters worked in below-freezing temperatures.?The fire was largely under control a couple of hours later.

?JJ?s Restaurant is totally gone,? Kansas City Fire Department Chief Paul Berardi said.?

David Frantz?, the restaurant owner's brother, said the loss of the beloved eatery is a major blow to the city.

"My brother just spent 27 years of his life running this business. He's built it into one of the fine restaurants in Kansas City," Frantz? said. "To come down here and to see a hole in the ground in flames is a pretty staggering experience."

Nearby residences and apartments suffered damage after the explosion and blaze, authorities said,?including a building adjacent to the restaurant with a collapsed wall.

?There will be scattered damage throughout the immediate vicinity of the incident,? James said.

It was at first thought that two people might be missing in the blaze, but authorities said that one of those people was located at St. Luke?s Hospital around midnight.?

With a major winter storm approaching, rescuers moved in heavy construction equipment on Wednesday to lift fallen debris, which was three to four feet thick over the floor of the destroyed eatery, Berardi said.

Witnesses told NBC station KSHB that they smelled natural gas in the area of the restaurant at least an hour before the explosion.?

?KCFD are on the scene and will conduct a thorough investigation of what caused the explosion,? Berardi said. ?We will continue to bring out the dogs and clear that scene and then an investigation will occur.?

JJ?s has been in business since 1985, and was widely regarded as a premier city dining location, earning a 93 rating from Zagat?s. The restaurant?s wine cellar had been listed by The Wine Spectator as among the finest in the world.

Authorities are still searching for possible victims after a natural gas explosion outside a popular restaurant sparked a five-alarm fire that injured at least 14 people. NBC's John Yang reports.

Cost-effective DMR upgrade extends Navy network interoperability among legacy systems and MUOS next-generation satellite communications system

General Dynamics C4 Systems received a $40 million contract modification in December 2012 from the U.S. Navy to port the Mobile User Objective System (MUOS) waveform and the Integrated Waveform into the AN/USC-61(C) Digital Modular Radio (DMR). General Dynamics has been delivering DMRs to the Navy since 1998. General Dynamics C4 Systems is a business unit of General Dynamics (NYSE: GD).

The MUOS waveform allows the four-channel DMR to communicate using the MUOS satellite communications network, the military?s next-generation narrowband satellite communications system. MUOS provides high-speed voice and data connectivity across a worldwide network that extends into the most remote locations. General Dynamics developed the MUOS waveform as part of the MUOS program and has integrated it into the Handheld Manpack Small Form Fit (HMS) AN/PRC-155 Manpack radio. The company is also building the four MUOS ground sites that support worldwide communication from the ground to the MUOS satellites and from one end-user to another.

The Integrated Waveform increases the communications capacity and efficiency of legacy satellite communications networks.

?With more than 500 Digital Modular Radios in the Navy?s current communications fleet, the decision to upgrade the radios with these two waveforms is extremely cost-effective and leverages the Navy?s investment,? said Chris Marzilli, president of General Dynamics C4 Systems.

In addition to the new MUOS and Integrated Waveform capability, the four-channel DMR enables maritime and shore-based communications using High Frequency, Very High Frequency and Ultra High Frequency (UHF) line of sight communications and UHF satellite communications.

The option modifies a contract initially awarded in September 2010. The contract authority is the Space and Naval Warfare Systems Command, for the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I).

Work will be done in Scottsdale, Ariz., and supports more than 100 jobs.

The World Bank (WB) Board of Directors approved on Thursday a $130 million loan for Morocco to support the reform of the solid waste sector, a WB press release said.

The Third Municipal Solid Waste Sector Development Policy Loan will also improve accountability through regular monitoring and ensure that waste management is environmentally safe, the press release added.

For the first time in Morocco, citizen report cards will be introduced allowing people to provide direct feedback on quality and coverage of solid waste services in their cities. The program will also increase transparency by giving citizens access to policy information and disclosure of contracts with private companies, it further said.

?Morocco is engaging in a promising and ambitious agenda to bring about practices aimed at preserving the environment and promoting sustainable development,? said Simon Gray, World Bank Director for the Maghreb Department.

He added that ?the World Bank is mobilizing its expertise and financial support to help Morocco manage this important municipal challenge and ensure that citizens can speak up and provide their feedback on policy and quality of services provided.?

The program, the third of its kind since 2009, will contribute to the sustainable transformation of solid waste sector by providing reliable services in a transparent way, said Jaafar Sadok Friaa, World Bank Lead Urban Specialist and the project?s team leader. ?This timely support will help create up to 70,000 jobs over the next decade, particularly through the development of waste recycling activities,? he added.

The first and second programs helped put in place the basic legal framework governing the sector, supported public-private partnerships, and improved the effectiveness of the Environmental Impact Assessment system. They also contributed to an increased rate of professional solid waste collection, up from 44 percent in 2008 to 76 percent currently, and helped bring landfill control up to standard while rehabilitating open dumpsites, the press release recalled.

NFL Draft Prospects Performing the Harlem Shake is Ridiculously Awful

The talk leading up to this NFL Draft is that this is a down year. After watching the above video of IMG clients preparing for the NFL Combine, I think we can confirm that. I had no idea what the Harlem Shake was supposed to be, and I still don?t. I assume it has something to do with ingesting hallucinogens, though, after watching that.

Experts say DoD cyber workers undertrained - Marine Corps Times

WASHINGTON ? The Defense Department wants to hire thousands of new cyber experts to create a large force of skilled cyber warriors. But first, it has to address concerns about the experts the agency already has.

Many of those tasked with protecting networks ? key cogs in the U.S. national security infrastructure ? are undertrained and unqualified, creating dangerous vulnerabilities, experts both in and out of government are saying.

Agency officials said they were aware of the concerns and are rewriting all policy related to qualifications and certifications to make sure that the impending boom in cyber hiring puts capable experts in critical positions.

The concerns center on a series of requirements, many of which were put in place in August 2004 under DoD Directive 8570. The directive mandates that information assurance (IA) experts ? those in a variety of primarily cyber defense positions ? receive specific certifications. Those certifications, created by organizations outside DoD, are coming under fire as failing to test the capability of defenders.

One source indicated that an earlier, more difficult certification that required hands-on instruction was considered and then rejected when the directive was being finalized in favor of certifications that wouldn?t require the training.

And because limitations in funding mean resources are allocated almost exclusively toward academic-based certifications, experts said that critical members of the cybersecurity work force are being put in important positions unprepared to do their jobs because money is not being spent on hands-on training.

?The current requirements aren?t turning out people who are prepared,? said Jeff Moulton, a senior cyber researcher at the Georgia Tech Research Institute. ?The school of hard knocks can teach quite a few lessons, but at DoD that can cost people?s lives. Book training is simply not enough.?

In a memorandum sent to Deputy Defense Secretary Ashton Carter in late 2012, two dozen experts, including uniformed members of all three major branches of the military, expressed concern that DoD 8570 was hampering the agency. The names of the experts were not included in the memo, sent by an outside organization, because of concerns that they might suffer retribution for going around the chain of command and speaking out in a document sent directly to Carter.

?One of the biggest threats to the DoD networks is the inability of DoD security professionals to secure the networks,? a U.S. Army chief warrant officer assigned to U.S. Army Cyber was quoted as saying. ?Many of these security professionals have the required certifications but no understanding how to truly secure the DoD networks and make poor decisions resulting in vulnerable networks.?

Others focused on the lack of hands-on training required, resulting in broad certifications that are required for many jobs but are not specific to any of them.

?How on earth can anyone truly believe that one certification can ensure that you have mastered the deep technical skills to be an intrusion analyst, infrastructure support, incident responder, auditor and manager?? the memorandum quoted a U.S. Army major. ?Those are 5 different technical jobs and should require 5 different certifications.?

In a joint interview with Deputy Chief Information Officer for Cybersecurity Richard Hale, DoD Chief Information Officer Teri Takai said the agency is aware of the concerns.

?We have never said that our policies and procedures, as it relates to IA certification and qualification, are completely up to date,? she said. ?One of our challenges is that it takes a while for us to update our policies.?

Although Takai and Hale were not in their current positions when the original 8570 was issued, Takai said disagreement over the merit of certain external certifications is common.

?All the certification and qualification vendors that are out there don?t see eye to eye,? Takai said. ?They believe theirs is best, better than anybody else?s, and secondly many of them have training that goes with that, so now they don?t become actually impartial in the way that they look at their certifications because there is a training component that is a business proposition for them.?

Part of what makes the process of standardizing certifications difficult is that government has a hard time moving at the pace of cyber, where concepts and technology can be outdated in a matter of months. Although 8570 has seen some updates since 2004, it?s still largely composed of concepts developed nearly a decade ago, a relative eon compared to the pace of technology.

While acknowledging that the agency can always improve its training approaches, Takai said some of those concerned may not recognize what is being done to fix the problem.

?I worry that some of the folks that are speaking up may not necessarily be aware of all of the actions that are happening here,? she said. ?You know how big we are, and actions that we take at a senior level don?t always trickle down as fast as folks would like to see them on the ground. I?m not sure that?s purely a cybersecurity issue.?

Among the efforts underway is a complete redo of the certification policy designed to create job specific requirements.

?We?re rewriting essentially all of the cyber workforce policy, so we are going to have an overarching cyber workforce policy that will include all of the cyber skills including cyber defenders, cyber attackers, malware analysts, all that stuff,? Hale said. ?Then we will rewrite specific manuals underneath each.?

Hale said the goal is to have the new overarching policy in place by the end of the fiscal year. Drafts of several of the job-specific qualifications could be circulated within the year as well. The requirements will still employ outside certifications, as they are viewed as better at keeping up with changing needs, but some basic certifications will be put in place at the service academies for low-level requirements.

And while the policy will help with new hires once it?s in place, DoD is also looking to reevaluate those already in positions to make sure they?re adequately trained.

?Richard is working with them [U.S. Cyber Command] on how they even take the workforce that they have today and make sure that there?s uniformity in the training,? Takai said.

Figuring out the right kinds of qualifications and certifications quickly is vitally important, as DoD is finalizing plans to increase the cyber workforce by thousands of people, making the need for adequate training policies all the more acute.

Since the administration is pushing to put people in place as soon as possible, and the cyber workforce policy will take some time, Takai and Hale said they?re looking to implement new ideas ahead of the formalization of the policy.

?We?re not waiting on this,? Hale said. ?What we?re doing is using the initial plus-up to force us to much more quickly write down what the jobs are, what the qualification standards are. Even before those become policy, or we publish a manual, we will be using those.?

One of the areas that has been accused of lacking is hands-on time requirements. Requirements to reach information assurance technical (IAT) job levels 1-3, levels that can place cyber workers in critical positions to defend the DoD network, call for only experience with some hacking, but no job-specific practice.

?Our certification was designed to ensure that managers had a broad base of knowledge about many different domains,? one of the designers of a certification required under 8570 was quoted as saying in the memo to Carter. ?Yet our certification ended up as IAT 3. It was never designed for that purpose and now I have frustrated customers because they don?t think our certification is good.?

It?s that kind of improperly employed certification that is hurting the force, said Alan Paller, director of research at the SANS Institute.

?Right now we are spending huge amounts on training people as ?frequent flyers? ? people who can talk about security but could not find the infection in a computer even if the economic well-being of the nation depends on it, which it does,? Paller said. ?Scenario-based training ? like that for pilots and doctors ? works.?

Hale said hands-on experience is receiving a high priority in the new policy.

?Depending on the job, experientially based training and on-the-job experience are essential,? he said. ?We absolutely believe that.?

Complicating the entire endeavor are the budgetary constraints that DoD finds itself under. Takai and Hale said they have been assured that cybersecurity spending will be protected in future budgets. But if training dollars remain flat, and the force increases tremendously, the ability to provide hands-on training for many people might be difficult.

?Yes, in fact, we?re concerned about those same things, but we?re trying to put the steps in place to try to keep it as organized as we can,? Takai said.

But the problem is less about finding the money, and more about understanding what it takes to make an effective cyber expert, Moulton said.

?It?s all good to throw money at a problem, but it never solves the problem,? he said. ?We need to make sure that we make smart investments and right investments.?
