EXECUTIVE DIRECTOR

ORGANIZATIONAL PROFILE: The NYC Office of Human Capital Development is a new entity established to oversee the city's workforce development and adult education systems and is a merger of the NYC Workforce Investment Board and the Mayor's Initiative for Adult Literacy .

Its overall mission is to provide a citywide vision for adult education and workforce development and better coordination between the various City agencies involved in workforce and adult education programming (such as the Department for the Aging (DFTA) , Department of Correction (DOC), NYC Economic Development Corporation (NYCEDC), Human Resources Administration (HRA), New York City Housing Authority (NYCHA), Department of Parks and Recreation (DPR), Department of Small Business Services (SBS), Department of Youth and Community Development (DYCD), and between the Department of Education (DOE) and the City University of New York (CUNY).

Responsibilities:
JOB DESCRIPTION: The Executive Director will report to the Deputy Mayor for Economic Development. In addition to being responsible for the office budget, the incumbent will manage a staff of seven (7) employees. The areas of responsibilities will primarily include: creating a citywide Human Capital Agenda and Annual Plan; overseeing and implementing the responsibilities of the Workforce Investment Board (WIB); developing and implementing agendas and/or strategies as they relate to intergovernmental affairs and communications; leveraging partnerships and resources, as they relate to working with agencies, business groups, educational institutions, private and non-profit organizations, etc., in developing and implementing employer-engagement strategies and better working relationships; researching program and strategy alignment as they relate to developing strategies for improved alignment of programs and resources. The job responsibilities include, but are not limited to:

? Establishing and implementing Citywide Human Capital goals for placement, training and skills development

? Establishing and leading an advocacy agenda for workforce development and adult education

? Establishing and leading employer engagement strategy

? Establishing and leading a skill development agenda

? Publishing annual reports and quarterly dashboards for NYC workforce development & adult education systems

? Working with the Workforce Investment Board (WIB) in carrying out its oversight responsibilities for the Workforce Investment Act funded programs and communicating Board priorities

? Implementing a WIB board structure that supports the mission and goals of the board, including ways of improving the relevance of employment preparation, training and referral services, and approaches that best meet the employers? and workforce needs in key industries/sectors

? Holding periodic briefings with local elected officials which raise awareness and appreciation for the City?s workforce development and adult educations systems. These meetings include, but are not limited to: providing updates on system initiatives and accomplishments, which assist in defining the advocacy, legislative and regulatory agenda for workforce development and adult education issues

? Pursuing and/or developing funding opportunities to support workforce development and adult education in the City, including public/private collaboration, private and grant funding

? Developing return on investment methodologies to compare and assess various program outcomes

? Managing the implementation and focus of the NYC Labor Market Information Service (NYC LMIS), a collaborative effort with the City University of New York (CUNY), and its Center for Urban Studies, which publishes regular analysis and reports on local economic and labor market issues

? Promoting effective service strategies, progressive workforce and adult education policies by commissioning and publishing reviews of best practices, distributing studies and policy papers through the NYC Office of Human Capital Development website, and by facilitating seminars and conferences

Qualifications:
PREFERRED SKILLS/QUALIFICATIONS:

? Master?s Degree from an accredited university in Economics, Finance, Business or Public Administration, Organizational ' Development, Labor Relations, Psychology, Sociology, Political science, or a closely related field, plus at least seven (7) years of relevant work experience

? Extensive managerial and supervisory experience

? Strong writing, organizational, communication and interpersonal skills, including the ability to comfortably deliver public presentations

? Excellent time and project management ability, including the ability to problem solve while balancing competing priorities, complex situations and tight deadlines

? Ability to interact and work well with others in a diverse team environment, as well as with high-level executives and senior managers, including Deputy Mayors and City Agency Commissioners, etc.

? Experience working with boards, committees, councils and other public decision making bodies, in addition to working with the community and public and non-profit organizations

? Experience working in or with City government

? Experience with workforce development and/or adult education policy or programming
